Board of Commissioners Approves Drug and Alcohol Consortium Grants

Allen County, Indiana (June 16, 2026) – The Allen County Board of Commissioners voted to approve the funding for the eleven organizations recommended by the Allen County Drug and Alcohol Consortium (DAC) at Legislative Session on June 12, 2026.

DAC is the local coordinating council for Allen County that is tasked with the annual distribution of the local Drug Free Community Fund. There was $113,896.31 available for distribution during the grant cycle for the second half of 2026. The money comes from court fees that accrue for drug/alcohol-related charges.

Each year DAC’s Grant Review Committee, Finance Committee, and Board of Directors review applications for assistance. Per Indiana state mandate, the organizations must provide services that fall into one of these three categories: Prevention, Intervention/Treatment, or Justice. A portion of the funding goes toward administrative costs.

The following organizations/initiatives were recommended:

  • Allen Circuit Problem Solving Courts, Inc.
  • Allen County Jail Chaplaincy
  • Amani Family Services
  • Building Blocks Outreach
  • Fort Wayne Police Department
  • McMillen Health
  • Power House Youth Center
  • ProjectME FW, Inc.
  • School Care Team
  • YWCA Northeast Indiana (Evidence-Based Treatment, Residential Addiction Recovery)
  • YWCA Northeast Indiana (Strengthening Families in Recovery)

According to Monique Johnson, DAC Executive Director, who presented the information to the Commissioners, this year’s needs were “unprecedented.” She explained, “there were nearly four times as much requested funds as we had to distribute this year. We had to make some tough decisions.” Johnson observed that, “budget cuts for non-profits at the state and federal level saturated our applicant pool [at the county level].”

Grant Requests work through several stages of approval before the finalists are selected. They begin with the Grant Review Committee, the recommendations of which are then reviewed by DAC’s Finance Committee and Board of Directors. After that, the recommended organizations and the grant amounts go before Allen County Council before final approval by the Board of Commissioners.
