City of Fort Wayne Indiana seeks proposals to develop new downtown plan

The City of Fort Wayne’s Community Development Division is seeking proposals for professional consulting services to create a downtown plan that will guide future investment, growth and development for the next ten years.

City seeks proposals to develop new downtown plan

Fort Wayne, Indiana (December 19, 2025) – The City of Fort Wayne’s Community Development Division is seeking proposals for professional consulting services to create a downtown plan that will guide future investment, growth and development for the next ten years.

Fort Wayne’s current downtown plan, Blueprint for the Future, was adopted in 2003. Subsequent updates to that plan and additional reports and studies have led to more than $1 billion in investment in the heart of Fort Wayne over the last 22 years.

Catalytic projects over that time include Parkview Field, the Harrison, Ash Skyline Tower, Superior Lofts, the Urban Trail, Cityscape Flats, The Landing, The Bradley, Promenade Park, Electric Works, The Pearl and Pearl Arts Center, Riverfront at Promenade Park, the Arts United Center expansion and more.

“It’s vital to recognize where we’ve been and where we want to go in the future,” said Mayor Sharon Tucker. “Investing resources in an updated plan for our thriving downtown will help ensure ongoing opportunities to make Fort Wayne the best city possible.”

“It’s time to write the next chapter for downtown Fort Wayne,” said Jonathan Leist, Community Development director. “We are excited to work with downtown businesses and residents, surrounding neighborhoods, and our partners at Fort Wayne New Markets Revitalization Fund, SEED Fort Wayne, Greater Fort Wayne Inc., Downtown Fort Wayne and Allen County government to develop the next road map that will help propel our community and region to continued growth and success.”

Proposals are due February 2, 2026, at 11 a.m. and the selected consulting team is expected to begin working on the project by the end of March 2026. The plan is estimated to be completed within 12 months.
