News release from INDOT:

SR 14 Traffic Pattern to Change Wednesday or Thursday, November 13 or 14
Traffic from Scott Road to east of Steinman Drive will begin to use new pavement

(November 12, 2013) ALLEN COUNTY, Ind. – The Indiana Department of Transportation (INDOT) announces a change in traffic patterns on SR 14 as part of the added travel lanes project along this highway. Traffic on SR 14 currently is restricted to one lane in each direction between Scott Road and West Hamilton Road, using the temporary pavement that had been placed on the north side of the road. On Wednesday or Thursday, November 13 or 14, weather permitting, the contractor will begin the process of switching traffic to the newly constructed pavement on the south side of SR 14, from Scott Road to just east of Steinman Drive (the entrance to Chestnut Hills Apartments). Traffic will continue to be maintained with one lane in each direction on the new pavement during this phase of construction.

At Steinman Drive, traffic will split, with one lane of westbound traffic using the temporary pavement and one lane of eastbound traffic using the new pavement. The reason for this split is to allow the contractor to construct the center of the bridge over the Beal Taylor Ditch, just east of West Hamilton Road. Traffic will come back together into one lane in each direction at the end of the project limits, just west of West Hamilton Road. There continues to be a reduced speed limit of 40 mph in effect 24 hours a day in this construction zone, which will remain until completion of the project.

Please note: This traffic pattern switch is dependent on weather. The pavement surface temperature must reach at least 40 degrees F for the contractor to install the new pavement markings. This traffic pattern switch may be delayed if conditions aren’t adequate.

The project will consist of widening SR 14 from two lanes to four lanes, with a continuous two-way left turn lane, between Scott Road and West Hamilton Road. Other aspects of the project include curb and gutter, a 10-ft. trail on the south side and a 5-ft. sidewalk on the north side of the road. Three bridges will be widened and rehabilitated. One new bridge will be constructed in 2014 east of Scott Road, between Glencarin Boulevard and Carnegie Boulevard. The contract was awarded to E&B Paving, based on the low bid of $13 million. The project is scheduled to be complete in the fall of 2014.
