Governor names new leaders for the Department of Correction and the Indiana Finance Authority
(INDIANAPOLIS, January 13, 2011) – Governor Mitch Daniels has appointed Bruce Lemmon to serve as Commissioner of the Indiana Department of Correction (DOC) and named Kendra York to head the Indiana Finance Authority (IFA) as Public Finance Director.
Lemmon has served in various capacities within DOC since 1976. He is currently the superintendent of the Putnamville Correctional Facility in Greencastle and held the same position at the Wabash Valley Correctional Facility in Carlisle. He has served as interim DOC Commissioner on two occasions and held a number of leadership positions within the department during his 35-year career. He is a certified correctional executive and a member of the American Correctional Association. Prior to joining DOC, he served in the United States Army and was honorably discharged as a Specialist 5. He earned a bachelor’s degree from Indiana State University.
“Indiana’s corrections system is now nationally recognized, so Bruce has a tall order to continue improving it. But he’s been a big part of the turnaround and has proven himself ready for the job,” Daniels said.
The Indiana Department of Correction is comprised of 21 adult facilities, 6 juvenile facilities, 9 parole districts, 74 community corrections counties and a central administrative office. DOC employs 7,800 people across the state and has 28,000 offenders currently incarcerated in its facilities.
Lemmon’s appointment is effective January 17. He replaces Edwin G. Buss.
York has been general counsel and chief operating officer for the IFA since September 2007. She was responsible for all legal and operational aspects of the authority. York also practiced law in the private sector for nine years. She earned her bachelor’s from Indiana University, her master’s degree in business from California State University, Sacramento and her law degree from the University of the Pacific, McGeorge School of Law, also in Sacramento. She is licensed to practice law in Indiana and California.
The IFA is authorized to issue revenue bonds payable from lease rentals under lease agreements with various state agencies and to finance or refinance the cost of acquiring, building and equipping structures for state use. The IFA also manages the Wastewater and Drinking Water State Revolving Fund Loan Programs and the Indiana Brownfields Program.
York will begin her term as Indiana Public Finance Director on January 17. She replaces Jennifer M. Alvey.
