Notes from the Fort Wayne City Council Budget Hearing on October 1, 2009.

Deputy Controller Valerie Ahr is before the Council with Nan McAfee from Risk Management.

Self-Insurance fund and Worker’s Comp fund.  Methodology changed in disbursing the general liabilities to each department.  There are police and automobile claims that should have been included in the liability share for each department.  Police Department is now putting more into the fund than others because of increased claims.

Councilwoman Karen Goldner is asking about why she’s heard the answer is always no in regards to claims.  Nan is responding that the person files tort claim which goes through City Clerk to Risk Management.  Department head is notified and investigator investigates.  Governments enjoy broad protections in Indiana.

Councilman Glynn Hines is asking how we can forecast the same in 2010 as 2009 for legal services, line 5311.  Glynn is asking if there is pending litigation that could be near this amount.  The answer was yes.

Councilman Mitch Harper is asking about the selection process for selection of outside lawyers and cost controls.  Answer – it’s a law department question.

The amount transferred to the self-insurance fund from the Police Department to cover claims last year is in line item 5394 and amounts to $1,310,000.
