Last night, the City Council met in Committee and Regular Sessions.  I missed most of the Committee Session, although I was told it went quickly.  Only five members were in attendance due to sickness and a memorial service.  The five in attendance included: Marty Bender, Tom Didier, Karen Goldner, Mitch Harper and Tom Smith.  Five is the minimum needed for the Council to conduct legally-binding business.  This is what is known as a “quorum”.

Worth noting was the Council’s defeat of ordinance S-09-04-23:

AN ORDINANCE approving the awarding of the Purchase and Installations of a Computerized Maintenance Management System, (Infor EAM Business Edition v8.3 ) by the City of Fort Wayne, Indiana, by and through its Department of Purchasing and Global Solutions (Michigan), Inc. for City Utilities

Total cost of $124,086 

When discussed in last week’s Committee Session, Councilman Harper asked about the terms of waranty for the software and expressed concerns over the developer’s not taking on more of the risk.  Before tonight’s defeat of the contract, Councilman Harper recapped the discussion and restated his concerns.

As mentioned, the contract was defeated by a vote of 3-2.  Those voting against the contract were Harper and Councilwoman Karen Goldner who voted “Do Pass” on the contract during the Committee Session.  In that session, it received an 8-1 “Do Pass” vote, Harper being the sole nay vote.
