The Council presented The Elex representatives with the award at its recent 2026 Indiana Housing Conference in Indianapolis, celebrating The Elex for embodying innovation, compassion, and collaboration that define Indiana’s housing community.
“This recognition is incredibly rewarding and validating for our team and all of our partners who helped The Elex set a new standard for affordable housing in an urban setting,” said Kevan Biggs, President and Owner of Biggs Group, one of the development’s key partners. “We designed The Elex so that everyone can enjoy and benefit from downtown Fort Wayne’s revitalization and growth, instead of being priced out by it. We wanted to rethink and expand what affordable living means for our community, and we’re incredibly inspired by the enthusiasm and excitement we’ve seen so far.”
Each year, the Indiana Housing Conference recognizes outstanding individuals and organizations whose work strengthens communities and expands access to safe, quality, and affordable housing across our state.
The Council praised The Elex in how it redefines urban accessible and affordable housing, with the initial success of the development proving that affordable communities can be delivered with the same design quality, amenity access, and service coordination as premier market rate housing—and that downtown revitalization can remain inclusive, connected, and accessible to residents who might otherwise be priced out of opportunity-rich areas.

“The Elex has been a tremendous addition to the heart of our great city,” said Fort Wayne Mayor Sharon Tucker. “Housing continues to be a top priority of my administration, and it’s encouraging to see projects like The Elex come to fruition. Being in position to provide affordable housing to individuals and families sends a strong message that our community cares about people and we want Fort Wayne to grow and succeed. A housing stock that features many different options and price points will have a lasting and positive impact on the quality of life we’re able to offer as a fun, family friendly, and safe community.”
“Even though bringing this project and its affordable-housing component to life was challenging, the continued need for accessible, affordable housing in our community is immense,” Biggs added. “Fort Wayne is a city on the rise, and increasing its options for affordable housing is critical to its continued growth and success in the future.”

Named after the association of women employed by General Electric, The Elex includes 296 apartments, with 89 affordable housing units. Since opening, it has added energy, foot traffic, and daily activity to the Broadway corridor. Small businesses, arts organizations, retailers, and community institutions benefit from increased neighborhood vibrancy. Even the furnishing of model units leveraged local investment, using neighborhood designers and artwork sourced from area studios.
