Statement Following the Joint Commissioner/County Council Meeting re: Fire Districts Report

Allen County, Indiana (October 24, 2025) – In a joint meeting on October 24, 2025, the Allen County Board of Commissioners and Allen County Council received the findings of the Consolidated Fire/EMS Systems Study prepared by the Purdue University Fort Wayne (PFW) Systems Engineering Center. The study, commissioned by Allen County in early 2025, is designed to evaluate operational efficiency, staffing, system performance, and cost structure in support of a potential Consolidated Fire District model.

Over the past several months, the PFW Systems Engineering Center met regularly with the Fire Oversight Working Group, which includes representatives of the Board of Commissioners, County Council, and Allen County Fire Districts. Today’s presentation summarized the study methodology, system design considerations, and findings related to response efficiency, staffing models, geographic deployment, and resource consolidation.

The findings were presented by Dr. David Cochran, Professor of Systems Engineering and Director of the PFW Systems Engineering Center, and Joseph Smith, Associate Director of Systems Engineering. The presentation was informational only; no votes were taken, and no official action occurred during the meeting.
