Details/Summary:
The FWPD received a complaint from a family member that Tin Hla and Chaw Su were abusing a minor child. Detective RJ Sutphin, an investigator assigned to the Crimes Against Persons Section (CAPS), led the investigation. The child participated in a Forensic Interview at the Dr. Bill Lewis Center For Children and disclosed being physically abused by both defendants. Detective Sutphin submitted his case to the Allen County Prosecutor’s Office. Charges were filed for both defendants and arrest warrants were issued. Both defendants were arrested on May 28, 2024 by the Allen County Sheriff’s Department-Warrants Division. Detective Sutphin was also assisted by the Indiana Department of Child Services-Allen County.
