Robbery Arrest involving barricaded suspect

Charges: Robbery
On Saturday, 08/17/2013, at approximately 10:20 AM, the City of Fort Wayne Police Department responded to the CVS Pharmacy located at 2802 East State Blvd. reference an armed robbery. CVS employees reported the female suspect entered the store and approached the pharmacy counter. She presented a note to the pharmacist demanding a prescription narcotic. The suspect indicated she had a gun, however, a weapon was never displayed. The suspect fled the scene on foot with an undisclosed prescription narcotic. No injuries were reported at the scene.
Witnesses advised the suspect ran to a nearby apartment complex. Officers arrived at the complex and determined the suspect was inside an apartment on the second floor. Officers communicated with the suspect on the telephone and she refused to exit the apartment. Since they were unable to resume contact with the suspect, the Emergency Services Team (EST) and Crisis Response Team (CRT) were called to assist in the investigation.
CRT members made repeated attempts to restore communication with the suspect. After those attempts failed, EST members breached one of the apartment windows in an attempt to motivate the suspect to exit the apartment peacefully. Once the window was breached, the suspect began communicating with officers outside the apartment. The suspect complied with the officers instructions and exited the apartment peacefully at approximately 1:38 PM. She surrendered and was taken into custody without incident. No injuries were reported at the apartment complex.
Several apartments within the complex were evacuated as a precaution during the three hour-standoff. The suspect was identified as Tondra D. Lampkin and she has been arrested on a preliminary charge of robbery. This incident remains under investigation by the City of Fort Wayne Police Department and the Allen County Prosecuting Attorney’s Office.
