Judge Steven S. Alm – HOPE Probation Luncheon Speaker
Judge Wendy W. Davis is spearheading the effort to begin the HOPE program (Hoosiers Opportunity Probation with Enforcement) in the Allen Superior Court, Fort Wayne/Allen County.
Accordingly, Allen Superior Court Judge Davis announces that the Honorable Steven S. Alm, Judge of the First Circuit Court of Hawaii, will make a presentation about Hawaii’s Opportunity Probation with Enforcement (HOPE) at a special luncheon for criminal jurisdiction judges, magistrates, prosecutors, public defenders, private attorneys with criminal practice, the Sheriff and corrections officials in Allen County.
Judge Alm is the creator of the HOPE Probation program, the first of its kind in the nation. The program imposes proportionate jail time swiftly and with certainty as a sanction for a positive drug test or other probation violations. An independent study of offenders in HOPE – the majority of whom are felony drug offenders at high risk of recidivism – showed that HOPE probationers did far better than members of a control group in regular probation. The program has proven to produce behavior modification in offenders and reduce recidivism. Judge Davis is modeling the HOPE program for the Allen Superior Court after the program created by Judge Alm in Hawaii.
