Notes from the Allen County Council meeting, held January 21, 2010.<\/p>\n

All Council persons are present.<\/p>\n

Kirk Ray and Paula Hughes have been reappointed to the Redevelopment Commission.<\/p>\n

Update from the Allen County Board of Zoning Appeals<\/strong><\/p>\n

Board meets once a month. \u00c2\u00a0Some times, a site visit is done, other times information is provided. \u00c2\u00a0Councilman Roy Buskirk is asking about the notification process. \u00c2\u00a0Signs are put on the property, information is provided on the website, newspaper publication and letters sent to surrounding neighbors or adjacent properties.<\/p>\n

Minutes approval<\/strong><\/p>\n

Councilman Buskirk abstained as he hadn’t had time to read the minutes.<\/p>\n

Northeast Indiana Regional Partnership<\/strong> – John Sampson<\/p>\n

Begun in 1996 to represent all 10 counties in Northeast Indiana. \u00c2\u00a021 site selectors have visited the region since the inception of the partnership. \u00c2\u00a0They use the website to track interest which is world wide. \u00c2\u00a0Northeast Indiana has benefited from consolidation projects. \u00c2\u00a0Indiana has a higher concentration of the consolidations nationwide. \u00c2\u00a0The partnership does not participate in the consolidations because they view them as job retentions. \u00c2\u00a0They do collect information about the consolidations. \u00c2\u00a014 in 2008.<\/p>\n

Region is short on product. \u00c2\u00a0Work force is the lead issue. \u00c2\u00a0The importance of private-public partnerships is crucial. \u00c2\u00a0The biggest issue is having sites that are ready for development. \u00c2\u00a0Six sites in the region are now certified as ready. \u00c2\u00a0Councilwoman Paula Hughes has played a huge part in developing this area. \u00c2\u00a0Certified sites is modeled on the State’s shovel ready program. \u00c2\u00a0Includes things like utility ready, wetlands litigation and studies, soil borings, etc…<\/p>\n

Talking about the problems of not having land in control of a public entity. \u00c2\u00a0Investors are hesitant to purchase properties from private investors vs a public-private entity.<\/p>\n

Financial Report<\/strong><\/p>\n

Income Tax collections are projected to be reduced over the next five years. \u00c2\u00a0Second factor that will affect our revenues are reduced property tax revenues. \u00c2\u00a0Third factor is other miscellaneous revenues – trending is down. \u00c2\u00a0$18.7 million in rainy day fund. \u00c2\u00a0They want to hold back $5.6 million and with the rainy day fund, it gives the County over $24 million to help fund other needs. \u00c2\u00a0The Auditor does not feel it is the time to raise income tax rates.<\/p>\n

Building Department Vehicles<\/strong><\/p>\n

Replacement of five vehicles. \u00c2\u00a0$88,925 is for Ford Escape 2-wheel drive SUVs. \u00c2\u00a0They’re hoping to buy hybrids. \u00c2\u00a0Commissioner’s received energy grant which will cover additional $47,000 for the hybrids. \u00c2\u00a0About $2,100 will be left to train mechanical staff. \u00c2\u00a0Haven’t received new cars since 2007. \u00c2\u00a0Based on mileage, condition and reliability of vehicles, asking for replacement. \u00c2\u00a0From 96,000 to 150,000+ miles. \u00c2\u00a0Hybrid average 32 mpg in the city vs about 23 (?). \u00c2\u00a0Not sure what the expenses are for hybrid vs. regular, but believes it will not cost more.<\/p>\n

Councilman Vogt is pointing out, that this will not really save money. \u00c2\u00a0He is also pointing out that even though the grant is federal money, it still comes from us. \u00c2\u00a0The presenter is making the point that unless gas gets up above $3 per gallon, they probably won’t see great savings. These are the first hybrids the County will own. \u00c2\u00a0Councilman Larry Brown is asking to see the records on the vehicles down the road.<\/p>\n

Boom Lift replacement<\/strong><\/p>\n

This is for replacement of a boom lift which was manufactured in 1977. \u00c2\u00a0They’ve had it between 10 and 12 years. \u00c2\u00a0Does reach height of 40 feet. \u00c2\u00a0The current lift will be sold in County auction. \u00c2\u00a0Councilman Buskirk is asking about a liability release for the purchaser.<\/p>\n

County Liability claim<\/strong><\/p>\n

Behalf of the Sheriff’s Department. \u00c2\u00a0It is a one time occurrence. \u00c2\u00a0It was settled at judicial conference at Federal Court by Judge Crosby(?). \u00c2\u00a0It was a civil rights case.<\/p>\n

Bond Payment<\/strong><\/p>\n

Parking Garage bond \u00c2\u00a0payment. \u00c2\u00a0County Commissioner Nelson Peters. \u00c2\u00a0This is the payment for 2010. \u00c2\u00a0The payment is $149,204 – the County’s share. \u00c2\u00a0The bond is split with the City of Fort Wayne, 50\/50. \u00c2\u00a020 year bond. \u00c2\u00a0Revenues have been down, especially when the\u00c2\u00a0Juvenile\u00c2\u00a0Center went in on Wells. \u00c2\u00a0Councilwoman Hughes is asking how the revenues are split. \u00c2\u00a0The general revenues are split equally, monthly parking is split depending on the entity of the employee. \u00c2\u00a0There are approximately 981 spots in the garage.<\/p>\n

Department of Health salary ordinances<\/strong><\/p>\n

Several grants have helped with different positions. \u00c2\u00a0Grant amount was cut again, this third time around. \u00c2\u00a0(Again, Commissioner Peters addressing the Council). \u00c2\u00a0They want to pull the positions out of the grid to lower the salaries to be able to pay them. \u00c2\u00a0The affected staff has been talked with. \u00c2\u00a0A reduction of between $1,000 and $3,000 for each position. \u00c2\u00a0Personnel\u00c2\u00a0committee approved the reductions. \u00c2\u00a0Close to $10,000 in pay cuts. \u00c2\u00a0Councilman Buskirk is sharing that the County should share it’s appreciation with the employees at their willingness to work with the County. \u00c2\u00a0Affirmed by quite a few on the Council.<\/p>\n

Soil and Water District<\/strong><\/p>\n

Asking for new employee position for program director. \u00c2\u00a0Was approved through the Personnel committee.<\/p>\n

Approved, 7-0.<\/p>\n

Grant requests<\/strong><\/p>\n

Allen County Prosecutor Karen Richards is before the Council. \u00c2\u00a0It is the 5 or 6th year for the grant. \u00c2\u00a0Uses no county dollars as it is fee driven. \u00c2\u00a0Domestic Violence Coordinator.<\/p>\n

Approved, 7-0.<\/p>\n

Allen County Juvenile Center, Youth Suicide Prevention Project of Indiana Cares. \u00c2\u00a0Grant is $4,000. \u00c2\u00a0Would be for coursework and materials. \u00c2\u00a0There was an\u00c2\u00a0aggressive\u00c2\u00a0timeline. \u00c2\u00a0Because of the holidays, they went ahead and\u00c2\u00a0applied\u00c2\u00a0for the grant.<\/p>\n

Funding for annual expenses of the Allen County Redevelopment Commission<\/strong><\/p>\n

The AC Redevelopment Commission has not exercised it’s annual tax levy. \u00c2\u00a0There are annual expenses the RC has. \u00c2\u00a0Councilwoman has asked that the RC not enact it’s own levy. \u00c2\u00a0The RC has funds in place for 2010. \u00c2\u00a0The expenses would be about $15,000 a year. \u00c2\u00a0The current funds are from a loan that had been paid back to the RC back in 1983. \u00c2\u00a0Some of it is interest. \u00c2\u00a0There is no revenue stream. \u00c2\u00a0(9:45)<\/p>\n

Councilman Paul Moss is asking about the bigger question of why?<\/p>\n

Lafayette Township<\/strong><\/p>\n

Two board members, one would not approve it. \u00c2\u00a0They reverted back to the 2009 budget. \u00c2\u00a0They are short almost $11,000, couldn’t pay it back this year. (10:10)<\/p>\n

Rainy Day Fund movement<\/strong><\/p>\n

Bond payments cannot go into the red but because of timing it could. \u00c2\u00a0This is the easiest fund to make the move from.<\/p>\n

General Motors<\/strong><\/p>\n

Own it in Allen. \u00c2\u00a0Councilman Darren Vogt. \u00c2\u00a0The program would take a look at offering an\u00c2\u00a0incentive for\u00c2\u00a0purchase of homes by employees of tax abated jobs. \u00c2\u00a0Mark Royse is speaking. \u00c2\u00a0We want people to locate in Fort Wayne, Allen County so that income tax revenues are realized. \u00c2\u00a0Ad hoc committee to look at options for this. \u00c2\u00a0Councilmen Larry Brown, Darren Vogt and Roy Buskirk.<\/p>\n

Consent Agenda<\/strong><\/p>\n

Consent agenda is used to streamline process. \u00c2\u00a0Gather things that a lot of discussion is not needed. \u00c2\u00a0(10:39)<\/p>\n
