{"id":9744,"date":"2010-01-19T18:58:34","date_gmt":"2010-01-19T23:58:34","guid":{"rendered":"https:\/\/www.aroundfortwayne.com\/news\/?p=9744"},"modified":"2010-01-19T18:58:34","modified_gmt":"2010-01-19T23:58:34","slug":"city-council-notes-1192010","status":"publish","type":"post","link":"https:\/\/aroundfortwayne.com\/news\/2010\/01\/19\/city-council-notes-1192010\/","title":{"rendered":"City Council notes &#8211; 1\/19\/2010"},"content":{"rendered":"<p style=\"text-align: center\"><img decoding=\"async\" src=\"https:\/\/www.aroundfortwayne.com\/news\/wp-content\/uploads\/icons\/t2009_City_Council.jpg\" alt=\"The Fort Wayne City Council\" \/><\/p>\n<p>Notes from tonight&#8217;s City Council meeting.<\/p>\n<p><!--more-->All council persons available with the exception of Councilman Tim Pape.<\/p>\n<p>Fort Wayne-Allen County Economic Development &#8211; Tom Didier has been nominated as the Council appointee. \u00c2\u00a0All voted in support of the nomination.<\/p>\n<p><strong>S-10-01-13<\/strong><\/p>\n<p>Goes toward the consent decree obligations. \u00c2\u00a0It is failing septic systems and such. \u00c2\u00a0Bonar Group is the contractor. \u00c2\u00a0A lift station will be a part of this &#8211; the major part. \u00c2\u00a0Bonar Group will stay involved even into construction to insure it meets the standards of the City. \u00c2\u00a0186 homes affected by this project. \u00c2\u00a0Aqua Indiana is the water source in the area.<\/p>\n<p>Councilman Mitch Harper: \u00c2\u00a0there is some extra capacity in the line under I-69 if it would be needed.<\/p>\n<p>Approved by all.<\/p>\n<p><strong>S-10-01-11<\/strong><\/p>\n<p>Replacing sewer lines along Lima Road in the 3rd district. \u00c2\u00a0Close proximity to the new Lima Road lanes could add stress to the existing lines, hence the replacement. \u00c2\u00a0$60,000 under the engineers estimate. \u00c2\u00a0This is a continuation of a current project Insituform Technologies is working on which is part of the reason for the savings. \u00c2\u00a0It is part of the consent decree work.<\/p>\n<p>Do Pass by all.<\/p>\n<p><strong>S-10-01-07<\/strong><\/p>\n<p>Dan Brenner, property manager for the City. \u00c2\u00a0This extension terminates the end of this year, same prices as 2008 and 2009.<\/p>\n<p>Councilwoman Karen Goldner is asking about supervision in outlying buildings. \u00c2\u00a0Dan is responding that there is a person in each outside area that is responsible for signing off on the work.<\/p>\n<p>Councilman Didier &#8211; why hasn&#8217;t it been bid back out? \u00c2\u00a0Cost savings to the taxpayers. \u00c2\u00a0Not any major changes this year, that&#8217;s why the extension.<\/p>\n<p>Councilwoman Liz Brown &#8211; asking about addition of 200 E Berry Street to the contract. \u00c2\u00a0Expecting the contract to be rebid for next year. \u00c2\u00a0Creighton (the police station) will be coming off.<\/p>\n<p>Do Pass by all.<\/p>\n<p><strong>S-10-01-08<\/strong><\/p>\n<p>Matt Gratz, City&#8217;s solid waste department. \u00c2\u00a0National Serv-All agreed to extend their current pricing into this year. \u00c2\u00a0Includes all departments.<\/p>\n<p>Councilman Didier &#8211; why? \u00c2\u00a0When it was bid last time, Defiance County Ohio was the only other respondent. \u00c2\u00a0By the time you add transportation costs, prohibitive.<\/p>\n<p>Purchasing Director Jim Howard &#8211; normally after two contract extensions, we do bid out.<\/p>\n<p>Possibly looking at recycling, reclaiming some of the street sweeping materials. \u00c2\u00a0Catch basin clean ups from storm sewers. \u00c2\u00a0They allow it to dry, then take it to the landfill.<\/p>\n<p>Do Pass by all.<\/p>\n<p><strong>S-10-01-09<\/strong><\/p>\n<p>Fort Wayne Police Department Chief Rusty York before the Council. \u00c2\u00a0Operates computers in the officer&#8217;s cars.<\/p>\n<p>Councilwoman Goldner &#8211; reason we need it? \u00c2\u00a0Not enough bandwith available over current radio system. \u00c2\u00a0Will this go away with new radio system? \u00c2\u00a0Not sure.<\/p>\n<p>New officers will be getting new cars and need the vehicles &#8211; two year cycle. \u00c2\u00a0New class will be replacements for retirees. \u00c2\u00a0They are currently 7 officers below current budget. \u00c2\u00a0Possible April class. \u00c2\u00a0600 initial applications, narrowed down to 40. \u00c2\u00a0People will stay on the list for possibly a year. \u00c2\u00a0Hopes will have consolidated 9-1-1 system by the time the new radios will be in place.<\/p>\n<p>Councilman Glynn Hines &#8211; will there be a heavy police presence in the Y facility? \u00c2\u00a0Officers will typically report there at the beginning \u00c2\u00a0of the day, then sporadic throughout the day. \u00c2\u00a0Would McKinnie and Anthony be a better location for a police outpost?<\/p>\n<p>Monthly fee is between 40 and 42 dollars per month. \u00c2\u00a0Detectives do not have access to computers. \u00c2\u00a0A few unmarked cars have them, most do not. \u00c2\u00a0Reason is that uniformed officers &#8220;live by&#8221; the information provided.<\/p>\n<p>Do Pass by all.<\/p>\n<p><strong>S-10-01-10<\/strong><\/p>\n<p>Chief Rusty York still before the Council. This year spent almost all, except $8,300.<\/p>\n<p>Councilwoman Brown is \u00c2\u00a0asking where the evidence is stored. \u00c2\u00a0Response, Creighton, just collected at the center. \u00c2\u00a0Even if police headquarters moves, still have to account\/provide for.<\/p>\n<p>Councilman Harper &#8211; how far back do we keep evidence? \u00c2\u00a0Only destroyed on court or prosecutor orders. \u00c2\u00a0Are we going back through pre-DNA cases? \u00c2\u00a0York &#8211; we do not have the ability to do it right now. \u00c2\u00a0There would be a timeliness advantage to have an outside lab, rather than the State Police agency. \u00c2\u00a0Seeking a grant for trace-DNA examinations from Criminal Justice Agency.<\/p>\n<p>Councilman Hines &#8211; if we don&#8217;t approve this, where does it come from. \u00c2\u00a0There is no mechanism to fund for this.<\/p>\n<p>Do Pass by all.<\/p>\n<p><strong>S-10-01-03<\/strong><\/p>\n<p>Three year agreement. \u00c2\u00a01.5% increase for 2010. \u00c2\u00a0Negotiated prior to budget sessions.<\/p>\n<p>Councilwoman Brown &#8211; If negotiated in August, why only now?
