{"id":7981,"date":"2009-10-20T18:22:44","date_gmt":"2009-10-20T22:22:44","guid":{"rendered":"https:\/\/www.aroundfortwayne.com\/news\/?p=7981"},"modified":"2009-10-20T18:22:44","modified_gmt":"2009-10-20T22:22:44","slug":"city-council-notes-10202009","status":"publish","type":"post","link":"https:\/\/aroundfortwayne.com\/news\/2009\/10\/20\/city-council-notes-10202009\/","title":{"rendered":"City Council notes &#8211; 10\/20\/2009"},"content":{"rendered":"<p style=\"text-align: center\"><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.aroundfortwayne.com\/news\/wp-content\/uploads\/icons\/t2009_City_Council.jpg\" alt=\"The Fort Wayne City Council\" \/><\/p>\n<p>Notes from tonight&#8217;s City Council meeting.<\/p>\n<p><!--more--><\/p>\n<p>Councilman Tim Pape is delivering his report on his time as Council appointment on the Fort Wayne-Allen County Economic Alliance.<\/p>\n<p>Councilman Pape thinks there should be more City Council members serving on the board. \u00c2\u00a0He is talking about the interaction between difference agencies involved in economic development in the area. \u00c2\u00a0They spend a lot of time evaluating their success. \u00c2\u00a0He feels we lag behind the rest of the nation in having land available, either through out right purchase or having control, for potential developers\/employers. \u00c2\u00a0There is a lot of things going on right now. \u00c2\u00a0For the record, he has had perfect attendance at the meetings as well as being on-time.<\/p>\n<p><em>Passed unanimously<\/em>.<\/p>\n<p><strong>S-09-10-06<\/strong><\/p>\n<p>Cindy Joyner is in front of Council from Neighborhood Code Enforcement. \u00c2\u00a042 properties are on the contract. \u00c2\u00a0Trying to work with owners and surrounding neighborhoods to see if there is interest in rehabbing some of the properties. \u00c2\u00a0Contractors have 60 days from signing to complete the demolition. \u00c2\u00a0She will wait 60 days before signing off on any of the demolitions.<\/p>\n<p>Liz is asking how many are in the pipeline? \u00c2\u00a0Demolition hearings start in December. \u00c2\u00a01,100\u00c2\u00a0properties\u00c2\u00a0reverted to the County last year, 500 have structures on them. \u00c2\u00a0We have plenty we need to take down. \u00c2\u00a0Their budget for this is $500,000, this is for $231,646.36 for 42 structures.<\/p>\n<p>Marty Bender is asking if it would be better to use just one vendor. \u00c2\u00a0Cindy is responding it helps to keep the bids low, knowing there is competition for the work.<\/p>\n<p>Karen Goldner &#8211; asking about when the boarding and clean-up contracts were split up, if that&#8217;s affected the amount and price of work. \u00c2\u00a0Cindy &#8211; we&#8217;re operating at about a third of what it cost before. \u00c2\u00a0This results from splitting up the contracts. \u00c2\u00a0Karen &#8211; will things heard in December come down this year? \u00c2\u00a0Probably not. \u00c2\u00a0Hearings take a little longer. \u00c2\u00a0Notifications need to be sent out once the hearing is held.<\/p>\n<p>Tim Pape &#8211; what&#8217;s the expectation once the 42 houses are down. \u00c2\u00a0Cindy &#8211; 60 days to take them down.<\/p>\n<p>Glynn Hines &#8211; used to leave fall-out in basements. \u00c2\u00a0You are still allowed to leave a part of the demolition in the basement. \u00c2\u00a0When lot restoration is done, it has to be level and should not know a house was ever there. \u00c2\u00a0Reason for set-back homes being built are because it would cost more to dig up and remove the fall-out. \u00c2\u00a0Cindy &#8211; if you were to do a complete removal, you&#8217;d be talking about a lot more money. \u00c2\u00a0It depends on how many homes and how much you want us to take down. \u00c2\u00a0A lot of the lots are too small for building on.<\/p>\n<p>Glynn &#8211; in the Renaissance Pointe area, were the demolitions complete, or was stuff left behind? \u00c2\u00a0Cindy is saying she&#8217;d have to check because it wasn&#8217;t through Neighborhood Code.<\/p>\n<p>Marty Bender &#8211; some are old homes. \u00c2\u00a0622 Pierce. \u00c2\u00a0Corner of Pierce and South Wayne. \u00c2\u00a0Multi-unit apartment building. \u00c2\u00a0Considered a commercial property. \u00c2\u00a0This is a much bigger structure.<\/p>\n<p>Liz &#8211; it would be interesting to see if build-able lots would need to have more done during the demolitions. \u00c2\u00a0Are we causing future development to be limited by not completely cleaning up the lots. \u00c2\u00a0It depends on the developers being willing to put more money into a lot to remove everything before beginning construction.<\/p>\n<p>Mitch Harper &#8211; echoing Glynn&#8217;s questions and comments. \u00c2\u00a0Cindy will work on an analysis to see what is being talked about.<\/p>\n<p>Liz &#8211; any talk about giving properties to adjacent owners? \u00c2\u00a0Tim &#8211; it&#8217;s a really good idea. \u00c2\u00a0There are barriers to people obtaining the land like this. \u00c2\u00a0It would have to have funding so people wouldn&#8217;t have to pay out of their pockets for it. \u00c2\u00a0There might not be as great a demand as you&#8217;d think.<\/p>\n<p><em>Passes unanimously<\/em>.<\/p>\n<p><strong>R-09-10-07<\/strong><\/p>\n<p>Melbourne Court. \u00c2\u00a0North of Times Corner shopping center. \u00c2\u00a0It is the average of two appraisals.<\/p>\n<p>Tom Didier &#8211; where&#8217;s the money coming from? \u00c2\u00a02006 Revenue Bond.<\/p>\n<p>John Shoaff &#8211; Real-world consequences of not purchasing the property? \u00c2\u00a0Looking at how to reroute the Lawrence drain. \u00c2\u00a0If the house isn&#8217;t purchased, wouldn&#8217;t be able to get in that area of the drain. \u00c2\u00a0Problem dates back to the 60s. \u00c2\u00a0Related to devlopment in the area? \u00c2\u00a0Possibly.<\/p>\n<p><em>Passes unanimously<\/em>.<\/p>\n<p><strong>G-09-10-17<\/strong><\/p>\n<p>Liz Brown is introducing. \u00c2\u00a0Currently there is a 15% cap on what the City can raise employees. \u00c2\u00a0Would not take affect until next year. \u00c2\u00a0It allows the City another tool in budgeting. \u00c2\u00a0$500, 1,000 and 3,000 deductibles now. \u00c2\u00a0This will give the Administration flexibility in budgeting.<\/p>\n<p>Tom Didier &#8211; cost savings? \u00c2\u00a0Liz &#8211; can be.<\/p>\n<p>Tim Pape &#8211; would prohibit City in collective bargaining? \u00c2\u00a0Liz &#8211; Yes. \u00c2\u00a0This would apply across the board. \u00c2\u00a0They are bound with unions that have &#8220;me too&#8221; clauses. \u00c2\u00a0Tim &#8211; &#8220;It sounds like a piece of anit-union piece of legislation.&#8221;<\/p>\n<p>Liz &#8211; has nothing to do with any particular union. \u00c2\u00a0Our plan qualifies as a &#8220;cadillac plan&#8221;\u00c2\u00a0similar\u00c2\u00a0to that of our US Congress. \u00c2\u00a0Has nothing to do with going forward, it restricts being able to be more flexible. \u00c2\u00a0I haven&#8217;t found any employer that has such a generous split as 90\/10.<\/p>\n<p>Tim &#8211; I don&#8217;t think this is a budgeting tool. \u00c2\u00a0This says you can&#8217;t bargain on this. \u00c2\u00a0I think it hamstrings the Administration and doesn&#8217;t offer flexibility.<\/p>\n<p>Liz &#8211; some unions won&#8217;t talk about this at all.<\/p>\n<p>Glynn &#8211; this directly impacts union negotiations.<\/p>\n<p>Liz &#8211; the only contract done to date is the Fire and it does not have a cap in place. \u00c2\u00a0Won&#8217;t affect anyone in 2010.<\/p>\n<p>Glynn &#8211; doesn&#8217;t see limiting the unions ability to negotiate.<\/p>\n<p>Karen Goldner &#8211; I have really mixed feelings about this. \u00c2\u00a0If we&#8217;re going to exercise any fiscal control, this is the place to do it. \u00c2\u00a0About 17% of single coverage is paid by employee nationally. \u00c2\u00a0City employees currently pay 10%. \u00c2\u00a0Numbers cited from <a href=\"https:\/\/www.kff.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">The Henry J.
