Kalb. \u00c2\u00a0John is giving a history lesson. \u00c2\u00a0Questioning the use of bond money as the revenue source for purchase of a building. \u00c2\u00a0<strong>Opposed<\/strong>.<\/p>\n<p>23) Kelly Updike, Embassy Theatre. \u00c2\u00a0<strong>In favor<\/strong>.<\/p>\n<p>24) Cal Miller. \u00c2\u00a0Unfair to characterize this as 11th hour. \u00c2\u00a0Let&#8217;s make the decision or move on. \u00c2\u00a0<strong>In favor<\/strong>.<\/p>\n<p>25) Nancy Chamberlin, FWPD. \u00c2\u00a0<strong>In favor<\/strong>.<\/p>\n<p>26) Councilwoman Liz Brown is reading a letter from Steve Brody, consultant. \u00c2\u00a0<strong>In favor<\/strong>.<\/p>\n<p>27) <strong>Opposed<\/strong>.<\/p>\n<p>28) <strong>Opposed<\/strong>. \u00c2\u00a0Needs to be a variety store again. \u00c2\u00a0Put a water slide in the building.<\/p>\n<p>29) Jeff Pruitt.I have a hard time imagining this is going to foster cooperation between the City aand County. \u00c2\u00a0Does not make economic sense. \u00c2\u00a0Minimize the cost by seeking another revenue source &#8211; not the CEDIT bond.\u00c2\u00a0<strong>Opposed<\/strong>.<\/p>\n<p>30) William Larsen. <strong>Opposed<\/strong>.<\/p>\n<p>31) Lives in Bowman, Indiana? <strong>In favor<\/strong>.<\/p>\n<p>32) Not in favor or opposition. \u00c2\u00a0Questioning parking.<\/p>\n<p>33) Ranting about the police force&#8217;s performance. \u00c2\u00a0<strong>Opposed<\/strong>.<\/p>\n<p>9 opposed, 1 undecided (although he sounded more opposed), 1 not really in favor or against and 22 in favor.<\/p>\n<p>Committee Session reconvened at 6:50 pm.<\/p>\n<p>&#8220;Prior Approval&#8221; requests:<\/p>\n<p>City Engineer David Ross is talking about the reduction in costs associated with projects as construction companies are looking for work.<\/p>\n<p><strong>South Anthony is approved<\/strong>.<\/p>\n<p><strong>Wells Streetscape project<\/strong>: Initiated by request from Wells Street Merchants in 2006. \u00c2\u00a0Majority of funding from Community Block Grant and CEDIT and CEDIT Bond dollars. \u00c2\u00a0Key Concrete low bidder. \u00c2\u00a0Project will complement improvements made by existing businesses. \u00c2\u00a0Councilman Didier is voicing support of project and Judi Wire. \u00c2\u00a0Councilman Pape is asking when it will begin &#8211; Thursday this week, completion November 30th.<\/p>\n<p>Councilwoman Liz Brown asking how much street work only would cost, guessing inthe area of under $200,000. \u00c2\u00a0Replacement of sidewalks, drainage issues are also going to be replaced. \u00c2\u00a0How did the street rank? \u00c2\u00a0Does carry 16K vehicles \u00c2\u00a0a day. \u00c2\u00a0Were businesses or neighborhoods asked to help bear with costs? \u00c2\u00a0No to the best of Shawn&#8217;s knowledge.<\/p>\n<p>Councilwoman Goldner asking about amenities removed. \u00c2\u00a0Brick crosswalks were removed from project. \u00c2\u00a0Russ Garriott &#8211; always billed as an alternative. \u00c2\u00a0Costs. \u00c2\u00a0Also North River Area not developed. \u00c2\u00a0When and if it is developed, some enhancements to go with might be appropriate. \u00c2\u00a0Councilwoman Goldner is questioning if the businesses were brought into the discussion of what would be removed. \u00c2\u00a0Russ is responding meetings have been scheduled.<\/p>\n<p>Councilman Tom Didier is talking about sidewalks and how long they&#8217;ve been there. \u00c2\u00a0He is voting yes.<\/p>\n<p>All in favor except for Councilwoman Liz Brown.<\/p>\n<p><strong>Winchester Road flood fighting<\/strong>. \u00c2\u00a0Combination of flood control for roads and utilities. \u00c2\u00a0Passed.<\/p>\n<p><strong>Z-09-07-16<\/strong><\/p>\n<p>House will be purchased for returning soldier who is disabled. \u00c2\u00a0The house is ready for wheelchair accessibility. \u00c2\u00a0Had been a doctor&#8217;s office and been substantially modified. \u00c2\u00a0Passed.<\/p>\n<p><strong>Renaissance Square purchase<\/strong><\/p>\n<p>Councilman Tom Smith: who will be in charge of the project? \u00c2\u00a0Controller Pat Roller &#8211; haven&#8217;t gotten that far yet.<\/p>\n<p>Councilman Glynn Hines: asking about genesis of the project.<\/p>\n<p>Councilman Tim Pape: How adequately have we inspected. \u00c2\u00a0Controller Roller: Did have architect evaluat the soundness of the buliding. \u00c2\u00a0There are some HVAC issues that have been identified and budgeted for. \u00c2\u00a0We have the funding and can phase in repairs as necessary. \u00c2\u00a0There was nothing unexpected about the building. \u00c2\u00a0(7:28)<\/p>\n<p>Councilman Tom Didier: Why $7 million in improvements. \u00c2\u00a0Roller: It was the items that need immediate attention. \u00c2\u00a0Doing what we need to, to get in the building. \u00c2\u00a0Didier: People were in support of the purchase as long as it was for co-location of police and Sheriff. \u00c2\u00a0 How serious is the City and County about co-locating? If I vote yes, the County needs to realize how much they need to work with the City.<\/p>\n<p>Councilwoman Karen Goldner: CEDIT funds can be used for purchase of buildings. \u00c2\u00a0She has recieved about the same number of pro and con for the project in emails. \u00c2\u00a0 &#8220;Important to let citizens of this community know that considerable thought went into this.&#8221; \u00c2\u00a0Administration has looked at many other possible locations. \u00c2\u00a0This is the cheapest to do of any of the feasible options. \u00c2\u00a0We need to responsibly provision the police department. \u00c2\u00a0Just the fire issue scares me to death (of the existing Creighton facility). \u00c2\u00a0Deadlines are needed to move projects ahead. \u00c2\u00a0Driving factor is the police department. \u00c2\u00a0The administration has structured the building to reduce property tax expenditures. \u00c2\u00a0Had the Mayor not held this, there would have been crticism for not engaging the County.<\/p>\n<p><strong>It is important to note<\/strong>: The Lincoln Museum Lease is only for that portion of the building they occupied &#8211; <em>not the entire building<\/em>.<\/p>\n<p>Councilman Mitch Harper: \u00c2\u00a0Asking for clarification of who the lease is with and I missed it. \u00c2\u00a0Talking about the funding source. \u00c2\u00a0How hard is the $7 million? \u00c2\u00a0Roller: it is a hard cap. \u00c2\u00a0We have a history of bringing projects in on budget. \u00c2\u00a0Harper is asking if this came before the Capital Improvement Board. \u00c2\u00a0Roller is saying.<\/p>\n<p>Councilman John Shoaff: Not sure we should feel under the gun to accept the deadline. \u00c2\u00a0Two negative concerns that need to be addressed: &#8220;This is not economic development&#8221; and &#8220;Loss of property tax revenues.&#8221; \u00c2\u00a0&#8220;Is it a proper use of economic funds?&#8221;<\/p>\n<p>Final vote, in both the Committee and Regular Sessions:<\/p>\n<p>Bender: yes<br \/>\nBrown: yes<br \/>\nDidier: yes<br \/>\nGoldner: yes<br \/>\nHarper: no<br \/>\nHines: yes<br \/>\nPape: yes<br \/>\nShoaff: no<br \/>\nSmith: no<\/p>\n<p>Final vote 6-3, passes.<\/p>\n<h3>Related Images:<\/h3><div class=\"ngg-related-gallery\">\n\t\t\t<a href=\"https:\/\/aroundfortwayne.com\/news\/wp-content\/gallery\/fw-redevelopment\/70496.jpg\"\n\t\t\ttitle=\"Jim Irwin, Barry Real Estate, leads a tour of Redevelopment Authority and Commission members around the Parkview Field.
