Notes from tonight’s City Council meeting.<\/p>\n

<\/p>\n

This live post was updated frequently throughout the City Council meeting.<\/p>\n

Public hearing has commenced. \u00c2\u00a0Before the start, Council President Tom Smith asked for a poll of those who intended to speak. \u00c2\u00a0The majority of those responding indicated they were speaking in favor of the purchase. \u00c2\u00a0My apologies in advance for any misspellings of names.<\/p>\n

1) Rich Davis, of the Downtown Improvement District, is currently speaking. \u00c2\u00a0He is talking about the positive benefits of reusing the building. \u00c2\u00a0Average downtown Fort Wayne employee spends $2,900 annually in the downtown. \u00c2\u00a0In favor<\/strong>.<\/p>\n

2) Opposed<\/strong>.<\/p>\n

3) Marilyn Moran-Townsend – Local Government Efficiency Task Force dictated co-location of police a year ago. \u00c2\u00a0Three reasons for to purchase: 1. \u00c2\u00a0City and County can continue to co-locate functions. \u00c2\u00a02. Increased customer efficiency. \u00c2\u00a03. \u00c2\u00a0Co-location of police can pay off in better working relationships and working together. \u00c2\u00a0Good benefits of good government is often difficult to quantify. \u00c2\u00a0In favor<\/strong>.<\/p>\n

4) In favor<\/strong>. \u00c2\u00a0Interested in government consolidation. \u00c2\u00a0Only support the move depending on where the co-location of police occurs. \u00c2\u00a0Should be in the City-County Building.<\/p>\n

6) Marty Pastura – YMCA. \u00c2\u00a0If police station moves out, police will have a precinct in the new Y. \u00c2\u00a0Makes sense. \u00c2\u00a0In favor<\/strong>.<\/p>\n

8) Anthony Ridley, President of Renaissance Pointe Neighborhood Association. \u00c2\u00a0In favor<\/strong>.<\/p>\n

Observation – Most are addressing the issue of moving the police department downtown. \u00c2\u00a0The issue is a bit bigger than moving the police department downtown.<\/p>\n

10) Making point of taxpayers improvements already put into it due to the Library’s relocation there while work on the main branch went on. \u00c2\u00a0I believe we have come to the time where we either accept or declare a 5 year moratorium \u00c2\u00a0on discussions concerning this building. \u00c2\u00a0In favor<\/strong>.<\/p>\n

12) In favor<\/strong>. \u00c2\u00a0Describing himself as a 35 year advocate of downtown. \u00c2\u00a0Activity in the building makes strong statement on redevelopment of downtown. \u00c2\u00a0The infrastructure in downtown is adequate.<\/p>\n

13) Rosie O’Grady, Co-Chair of Northwest Partnership. \u00c2\u00a085% agreed it was the thing to do. \u00c2\u00a030 members were present. \u00c2\u00a0 \u00c2\u00a0In favor<\/strong>.<\/p>\n

14) Don Schenkel, President of Chamber of Commerce. \u00c2\u00a0In favor<\/strong>.<\/p>\n

15) Opposed<\/strong>.<\/p>\n

16) In favor<\/strong>. \u00c2\u00a0Not sure about the co-ownership portion of it.<\/p>\n

19) Lockwood Marine. \u00c2\u00a0Building has a \u00c2\u00a0lot of problems. \u00c2\u00a0HVAC problems and floor issues. \u00c2\u00a0Has anyone done a thorough look at the building? \u00c2\u00a0Space is more than double that what is needed for City Police. \u00c2\u00a0Price negotiated not realistic given current market conditions. \u00c2\u00a0Questionable use of economic funds. \u00c2\u00a0Major asset being removed from the tax rolls. \u00c2\u00a0Opposed<\/strong>.<\/p>\n

21) Ben Eisbart. \u00c2\u00a0There are times when you have to take seize the opportunity. In favor<\/strong>.<\/p>\n

22) John B. Kalb. \u00c2\u00a0John is giving a history lesson. \u00c2\u00a0Questioning the use of bond money as the revenue source for purchase of a building. \u00c2\u00a0Opposed<\/strong>.<\/p>\n

23) Kelly Updike, Embassy Theatre. \u00c2\u00a0In favor<\/strong>.<\/p>\n

24) Cal Miller. \u00c2\u00a0Unfair to characterize this as 11th hour. \u00c2\u00a0Let’s make the decision or move on. \u00c2\u00a0In favor<\/strong>.<\/p>\n

25) Nancy Chamberlin, FWPD. \u00c2\u00a0In favor<\/strong>.<\/p>\n

26) Councilwoman Liz Brown is reading a letter from Steve Brody, consultant. \u00c2\u00a0In favor<\/strong>.<\/p>\n

27) Opposed<\/strong>.<\/p>\n

28) Opposed<\/strong>. \u00c2\u00a0Needs to be a variety store again. \u00c2\u00a0Put a water slide in the building.<\/p>\n

29) Jeff Pruitt.I have a hard time imagining this is going to foster cooperation between the City aand County. \u00c2\u00a0Does not make economic sense. \u00c2\u00a0Minimize the cost by seeking another revenue source – not the CEDIT bond.\u00c2\u00a0Opposed<\/strong>.<\/p>\n

30) William Larsen. Opposed<\/strong>.<\/p>\n

31) Lives in Bowman, Indiana? In favor<\/strong>.<\/p>\n

32) Not in favor or opposition. \u00c2\u00a0Questioning parking.<\/p>\n

33) Ranting about the police force’s performance. \u00c2\u00a0Opposed<\/strong>.<\/p>\n

9 opposed, 1 undecided (although he sounded more opposed), 1 not really in favor or against and 22 in favor.<\/p>\n

City Engineer David Ross is talking about the reduction in costs associated with projects as construction companies are looking for work.<\/p>\n

South Anthony is approved<\/strong>.<\/p>\n

Wells Streetscape project<\/strong>: Initiated by request from Wells Street Merchants in 2006. \u00c2\u00a0Majority of funding from Community Block Grant and CEDIT and CEDIT Bond dollars. \u00c2\u00a0Key Concrete low bidder. \u00c2\u00a0Project will complement improvements made by existing businesses. \u00c2\u00a0Councilman Didier is voicing support of project and Judi Wire. \u00c2\u00a0Councilman Pape is asking when it will begin – Thursday this week, completion November 30th.<\/p>\n

Councilwoman Liz Brown asking how much street work only would cost, guessing inthe area of under $200,000. \u00c2\u00a0Replacement of sidewalks, drainage issues are also going to be replaced. \u00c2\u00a0How did the street rank? \u00c2\u00a0Does carry 16K vehicles \u00c2\u00a0a day. \u00c2\u00a0Were businesses or neighborhoods asked to help bear with costs? \u00c2\u00a0No to the best of Shawn’s knowledge.<\/p>\n

Councilwoman Goldner asking about amenities removed. \u00c2\u00a0Brick crosswalks were removed from project. \u00c2\u00a0Russ Garriott – always billed as an alternative. \u00c2\u00a0Costs. \u00c2\u00a0Also North River Area not developed. \u00c2\u00a0When and if it is developed, some enhancements to go with might be appropriate. \u00c2\u00a0Councilwoman Goldner is questioning if the businesses were brought into the discussion of what would be removed. \u00c2\u00a0Russ is responding meetings have been scheduled.<\/p>\n

Councilman Tom Didier is talking about sidewalks and how long they’ve been there. \u00c2\u00a0He is voting yes.<\/p>\n

All in favor except for Councilwoman Liz Brown.<\/p>\n

Winchester Road flood fighting<\/strong>. \u00c2\u00a0Combination of flood control for roads and utilities. \u00c2\u00a0Passed.<\/p>\n

Z-09-07-16<\/strong><\/p>\n

House will be purchased for returning soldier who is disabled. \u00c2\u00a0The house is ready for wheelchair accessibility. \u00c2\u00a0Had been a doctor’s office and been substantially modified. \u00c2\u00a0Passed.<\/p>\n

Renaissance Square purchase<\/strong><\/p>\n

Councilman Tom Smith: who will be in charge of the project? \u00c2\u00a0Controller Pat Roller – haven’t gotten that far yet.<\/p>\n

Councilman Glynn Hines: asking about genesis of the project.<\/p>\n

Councilman Tim Pape: How adequately have we inspected. \u00c2\u00a0Controller Roller: Did have architect evaluat the soundness of the buliding. \u00c2\u00a0There are some HVAC issues that have been identified and budgeted for. \u00c2\u00a0We have the funding and can phase in repairs as necessary. \u00c2\u00a0There was nothing unexpected about the building. \u00c2\u00a0(7:28)<\/p>\n

Councilman Tom Didier: Why $7 million in improvements. \u00c2\u00a0Roller: It was the items that need immediate attention. \u00c2\u00a0Doing what we need to, to get in the building. \u00c2\u00a0Didier: People were in support of the purchase as long as it was for co-location of police and Sheriff. \u00c2\u00a0 How serious is the City and County about co-locating? If I vote yes, the County needs to realize how much they need to work with the City.<\/p>\n

Councilwoman Karen Goldner: CEDIT funds can be used for purchase of buildings. \u00c2\u00a0She has recieved about the same number of pro and con for the project in emails. \u00c2\u00a0 “Important to let citizens of this community know that considerable thought went into this.” \u00c2\u00a0Administration has looked at many other possible locations. \u00c2\u00a0This is the cheapest to do of any of the feasible options. \u00c2\u00a0We need to responsibly provision the police department. \u00c2\u00a0Just the fire issue scares me to death (of the existing Creighton facility). \u00c2\u00a0Deadlines are needed to move projects ahead. \u00c2\u00a0Driving factor is the police department. \u00c2\u00a0The administration has structured the building to reduce property tax expenditures. \u00c2\u00a0Had the Mayor not held this, there would have been crticism for not engaging the County.<\/p>\n

It is important to note<\/strong>: The Lincoln Museum Lease is only for that portion of the building they occupied – not the entire building<\/em>.<\/p>\n

Councilman Mitch Harper: \u00c2\u00a0Asking for clarification of who the lease is with and I missed it. \u00c2\u00a0Talking about the funding source. \u00c2\u00a0How hard is the $7 million? \u00c2\u00a0Roller: it is a hard cap. \u00c2\u00a0We have a history of bringing projects in on budget. \u00c2\u00a0Harper is asking if this came before the Capital Improvement Board. \u00c2\u00a0Roller is saying.<\/p>\n

Councilman John Shoaff: Not sure we should feel under the gun to accept the deadline. \u00c2\u00a0Two negative concerns that need to be addressed: “This is not economic development” and “Loss of property tax revenues.” \u00c2\u00a0“Is it a proper use of economic funds?”<\/p>\n
