{"id":65918,"date":"2017-03-27T20:00:14","date_gmt":"2017-03-28T00:00:14","guid":{"rendered":"https:\/\/www.aroundfortwayne.blog\/?p=65918"},"modified":"2020-12-24T13:11:47","modified_gmt":"2020-12-24T18:11:47","slug":"we-need-to-temper-out-exuberance-with-careful-contemplation","status":"publish","type":"post","link":"https:\/\/aroundfortwayne.com\/news\/2017\/03\/27\/we-need-to-temper-out-exuberance-with-careful-contemplation\/","title":{"rendered":"A stadium in the middle of a parking lot&#8230;"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/aroundfortwayne.com\/news\/wp-content\/uploads\/2017\/03\/20070327-council-338x200.jpg\" alt=\"3\/27\/2007 Two City Council presentations\" width=\"338\" height=\"200\" class=\"aligncenter size-medium wp-image-65919\" \/><\/p>\n<p>Tonight, ten years ago, two presentations were given by four City Councilmen to their colleagues during the Committee Session of the regular City Council meeting. <\/p>\n<p><!--more--><\/p>\n<p>Presenting on the &#8220;pro&#8221; side of the then proposed Harrison Square project, were Councilmen Tim Pape and Sam Talarico, Jr.<\/p>\n<p><strong>Councilman Tim Pape<\/strong> (D-5th):<\/p>\n<ul>\n<li>Focused on Quality of life, and attracting young people to our area.<\/li>\n<li>Cited a survey that said 83.4% of respondents agreed with a need for continued investment in the downtown area.<\/li>\n<li>$14 million of unrestricted funds would be turned into an immediate investment of $130 million with a potential of $160 million.<\/li>\n<li>Between 1995 and 2005, the downtown only saw $2 million of private investment. &#8220;Can we say no to this?&#8221;<\/li>\n<\/ul>\n<p><strong>Councilman Sam Talarico, Jr<\/strong>. (R-At Large):<\/p>\n<ul>\n<li>&#8220;We don&#8217;t currently have a ballpark, it&#8217;s a stadium in the middle of a parking lot.&#8221;<\/li>\n<li>Harrison Square will stimulate retail and residential developement downtown.<\/li>\n<li>Minor League Baseball provides affordable family entertainment and a ballpark downtown would increase attendance for the team.<\/li>\n<li>In Oklahoma City, property values around their stadium increased 230%.<\/li>\n<\/ul>\n<p>Presenting for the &#8220;con&#8221; or opposition side to the Harrison Square project, were Councilmen Don Schmidt, Tom Smith, and John Shoaff.<\/p>\n<p><strong>Councilman Don Schmidt<\/strong> (R-1st):<\/p>\n<ul>\n<li>Because of the way the project&#8217;s financing was structured, the Baseball stadium cannot exsist without the hotel, and the hotel cannot exist without the stadium.<\/li>\n<li>Hardball Capital (owner of the then Wizards, future TinCaps) was investing $16.5 million in the project while the City&#8217;s portion was $60-65 million.<\/li>\n<li>Should public money be spent on new amenities which duplicate exisitng facilities?<\/li>\n<li>Can the Coliseum recoup the loss from parking, concessions and lease payments?<\/li>\n<li>Should the condos (at this point, they were condos, not rental units as eventually became the case) be built elsewhere?
