{"id":614,"date":"2008-05-13T00:52:50","date_gmt":"2008-05-13T04:52:50","guid":{"rendered":"https:\/\/www.aroundfortwayne.com\/news\/?p=614"},"modified":"2020-12-06T10:32:06","modified_gmt":"2020-12-06T15:32:06","slug":"citilink-woes","status":"publish","type":"post","link":"https:\/\/aroundfortwayne.com\/news\/2008\/05\/13\/citilink-woes\/","title":{"rendered":"Citilink Woes"},"content":{"rendered":"<p style=\"text-align: center\"><a href=\"https:\/\/www.fwcitilink.com\/\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.aroundfortwayne.com\/news\/wp-content\/uploads\/icons\/Citilink.jpg\" alt=\"\" width=\"239\" height=\"62\" \/><\/a><\/p>\n<p>WANE-15 is carrying a report\u00c2\u00a0that Citilink is facing a $518,339 shortfall this year due to the State&#8217;s rescinding of a grant.\u00c2\u00a0 What&#8217;s even more interesting about this are the ticket sales versus expense figures.\u00c2\u00a0 The report cites the 2006 Citilink Annual Report\u00c2\u00a0in which it stated total expenses at $9,249,327 and direct revenue from ticket sales and contracts at only $1,071,737.\u00c2\u00a0 The report states the remaining $8,177,590 comes from Local, State and Federal &#8220;Assistance&#8221;.\u00c2\u00a0 I am wondering if &#8220;Assistance&#8221; means taxes in the Local and State instances?\u00c2\u00a0 To clarify this, I am emailing Citilink for a response.\u00c2\u00a0<\/p>\n<p>What astounds me about this is the extremely low amount contributed\u00c2\u00a0from those actually using the services provided.\u00c2\u00a0 It works out to about 11%.\u00c2\u00a0 If you look at the operating expense per passenger trip, it works out to $4.78 vs the $1 a rider pays per trip.\u00c2\u00a0 However, if someone buys a 30 day pass, it could work out to even lower than $1 per ride.\u00c2\u00a0 Keep in mind, these are from the <em>2006 Annual Report<\/em> when Diesel prices were $2.30 vs the current $4+ price per gallon.<\/p>\n<p>To it&#8217;s credit, Citilink has talked about raising their rates several times over the last few years.\u00c2\u00a0 Every time it&#8217;s talked about, however, they defer in the interest of protecting their riders.\u00c2\u00a0 While this is admirable because the vast majority of their riders are at or below the Federal Poverty Guidelines, things are getting too tight for this to be a deciding factor in the final equation.\u00c2\u00a0 With lost\u00c2\u00a0revenue due to a drop in &#8220;Assistance&#8221; from property taxes\u00c2\u00a0something has to give.\u00c2\u00a0 They no longer can go to property owners to subsidize the corporation any longer.\u00c2\u00a0 The only question that remains is the amount\u00c2\u00a0of the price hike.<\/p>\n<p>This poses a huge challenge to the leadership at Citilink to survive because even if this shortfall is overcome, with rising Diesel prices and property tax caps, other revenue streams are needed.<\/p>\n<p>Some other Citilink facts from the WANE-15 report:<\/p>\n<blockquote><p><strong>51 busses<\/strong>:\u00c2\u00a0 all use a &#8220;ultra-low sulfur diesel fuel blend with a 20% bio-diesel fuel blend,&#8221;
