{"id":473,"date":"2008-04-08T21:32:45","date_gmt":"2008-04-09T01:32:45","guid":{"rendered":"https:\/\/www.aroundfortwayne.com\/news\/?p=473"},"modified":"2020-12-04T06:19:50","modified_gmt":"2020-12-04T11:19:50","slug":"open-government-ordinance","status":"publish","type":"post","link":"https:\/\/aroundfortwayne.com\/news\/2008\/04\/08\/open-government-ordinance\/","title":{"rendered":"Open Government Ordinance"},"content":{"rendered":"<p align=\"center\"><a title=\"The Fort Wayne City Council - photo taken February 26, 2008\" rel=\"lightbox\" href=\"https:\/\/aroundfortwayne.com\/news\/wp-content\/uploads\/2008\/02\/46352.jpg\"><img decoding=\"async\" src=\"https:\/\/www.aroundfortwayne.com\/news\/wp-content\/uploads\/2008\/02\/t46352.jpg\" alt=\"The Fort Wayne City Council\" \/><\/a><\/p>\n<p style=\"text-align: left\">Tonight&#8217;s City Council meeting became, well, uh, let&#8217;s just say there was some disagreement over the language of G-08-03-25.\u00c2\u00a0 This was an ordinance introduced by Councilman Mitch Harper which would have amended City Code to require City governmental agencies to post public notice of meetings on the internet as well as the other requirements set forth by Indiana Code.\u00c2\u00a0 I won&#8217;t go into the specifics of the language, contention or even the arguments presented as I&#8217;m sure other bloggers will cover it extensively.\u00c2\u00a0<\/p>\n<p style=\"text-align: left\">What I will say is that Councilman Timothy Pape was out of line this evening.\u00c2\u00a0 At one point, Karen Goldner asked about the appropriateness of allowing citizens to comment on the ordinance, since citizens were involved\u00c2\u00a0in bringing this matter to council.\u00c2\u00a0 (It was Pape&#8217;s decision as he was the Committee Chair reading the bill.)\u00c2\u00a0 During\u00c2\u00a0Councilwoman Goldner&#8217;s\u00c2\u00a0verbal request, Pape was engaged with Council Attorney Joseph Bonahoom.\u00c2\u00a0 Pape, obviously distracted,\u00c2\u00a0angrily asked if there was anyone who wanted to speak on the ordinance.\u00c2\u00a0 One of the gentlemen who approached did not want to speak on the ordinance.\u00c2\u00a0 Pape was within his right to cut the man off, however, his belligerent tone and the lack of respect he showed for a citizen was totally unacceptable.\u00c2\u00a0 He went on to ask if anyone else wanted to speak, but his tone and evident anger would have kept all but the most impervious among us from approaching that table.\u00c2\u00a0\u00c2\u00a0If he was\u00c2\u00a0was truly distracted, or if it was a matter of personal animosities between council members,\u00c2\u00a0then ask for a time-out &#8211; DO NOT take it out on citizens.\u00c2\u00a0<\/p>\n<p style=\"text-align: left\">For the record, <strong>all <\/strong>of the council members were supportive of the ordinance.\u00c2\u00a0 Some, however, were concerned about the language and wanted to get it right the first time.<\/p>\n<p style=\"text-align: left\">The reasons for this movement toward a more open government is what&#8217;s happened nationally over the past 7-8 years,\u00c2\u00a0not to mention\u00c2\u00a0most local citizen&#8217;s perceptions of how Harrison Square developed.\u00c2\u00a0 It is this impetus that has given rise to this movement.\u00c2\u00a0 For too long, citizens have felt we have no say in government.\u00c2\u00a0 For too long, citizens have felt we have no right to ask questions, request documents\u00c2\u00a0or make comments.\u00c2\u00a0 Councilman Pape&#8217;s conduct tonight was a prime example of why citizens fear their government, do not have a use for it and don&#8217;t protest or ask questions.\u00c2\u00a0 I feel an apology is owed to all by Pape.<\/p>\n<p style=\"text-align: left\">PS &#8211;
