For a full list of tax increases go to https:\/\/<span>therealpaula.com<\/span>\/images\/<span>8-25-11_Hughes_Ten_Years_of_Taxes_1_.pdf<\/span><br \/>\n\t\t\t\t&nbsp;<\/td>\n<\/tr>\n<tr>\n<td style=\"width:211px\">\n\t\t\t\tWhile cutting vital services like snow removal.<\/td>\n<td style=\"width:372px\">\n\t\t\t\tIn 2007 the County Highway Department cut 19 employees because of shrinking budgets.<br \/>\n\t\t\t\t&nbsp;<br \/>\n\t\t\t\t&ldquo;The department had 111 total positions before five were vacated through retirements, transfers or resignations. That leaves 19 to be eliminated in the department, <span>Hitchens<\/span> <span>said.&rdquo;<\/span><br \/>\n\t\t\t\t&ldquo;Southwest annexation leads to elimination of 19 Highway Department jobs,&rdquo; <span>Lengerich<\/span>, News-Sentinel, 7\/18\/2007<br \/>\n\t\t\t\t&nbsp;<br \/>\n\t\t\t\tLater that year <span class=\"removed_link\" title=\"https:\/\/www.allencounty.us\/images\/council_minutes\/2007\/09-20-07.pdf\">Hughes approved the 2008 budget<\/span> which codified those cuts.<a href=\"#_ftn1\" name=\"_ftnref1\" title=\"\"><sup><sup>[1]<\/sup><\/sup><\/a>&nbsp; <span class=\"removed_link\" title=\"https:\/\/www.allencounty.us\/images\/budget\/2008\/2008%20budget.pdf\">The 2008 highway budget<\/span> shows the nearly $1 million cut in maintenance workers (page 169) and the total highway department cut of about $2.5 million (page 172).<a href=\"#_ftn2\" name=\"_ftnref2\" title=\"\"><sup><sup>[2]<\/sup><\/sup><\/a><br \/>\n\t\t\t\t&nbsp;<br \/>\n\t\t\t\tThe Journal Gazette describe Paula record on the issue:<br \/>\n\t\t\t\t&nbsp;<br \/>\n\t\t\t\tAllen County cut its highway department by 20 percent in 2008, including laying off 19 employees, because of reduced revenues caused by the city&rsquo;s annexation of much of <span>Aboite<\/span> Township. Hughes served on the county council that approved this budget.<br \/>\n\t\t\t\t&nbsp;<br \/>\n\t\t\t\tHighway officials said at the time they would send 10 to 12 fewer trucks out to plow snow along county roads because of the cuts. This would cause the department to need another hour to 90 minutes to clear main roads, a spokeswoman said at the time.<br \/>\n\t\t\t\t<span class=\"removed_link\" title=\"https:\/\/www.journalgazette.net\/article\/20111019\/LOCAL0202\/111019428\/-1\/local0202\">&quot;Luxury vs. priority,&quot; Lanka, Journal Gazette, 10\/19\/2011<\/span><br \/>\n\t\t\t\t&nbsp;<br \/>\n\t\t\t\tOr as a county snow plower Rick <span>Kaylor<\/span> put it to the Journal Gazette earlier this year,<br \/>\n\t\t\t\t&nbsp;<br \/>\n\t\t\t\t&quot;Four or five years ago, they laid off a whole lot of people when the city annexed <span>Aboite<\/span>,&rdquo; <span>Kaylor<\/span> said. &ldquo;So we got a whole lot less people and the same amount of <span>road.&rdquo;<\/span><br \/>\n\t\t\t\t<span class=\"removed_link\" title=\"https:\/\/www.journalgazette.net\/article\/20110203\/LOCAL0201\/302039966\/1002\/LOCAL\">&quot;Hours pile up for tired crews,&quot; Gray, Journal Gazette, 2\/3\/2011<\/span><br \/>\n\t\t\t\t&nbsp;<br \/>\n\t\t\t\tAs the Journal Gazette went on to note, &quot;The state highway department has two shifts of drivers. The city has two or three shifts. The county has one shift&#8230;&quot;<\/p>\n<p>\t\t\t\t&nbsp;<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td style=\"width:211px\">\n\t\t\t\tNow she calls leaf removal a luxury that could be eliminated.<\/td>\n<td style=\"width:372px\">\n\t\t\t\tHughes recently told the Journal Gazette that;<br \/>\n\t\t\t\t&nbsp;<br \/>\n\t\t\t\tThe Republican candidate hinted she would be willing to examine whether some city services should even continue in an effort to focus more on her top priorities: infrastructure and public safety.<br \/>\n\t\t\t\t&nbsp;<br \/>\n\t\t\t\t&ldquo;My perspective on the leaf pickup is it is a luxury as a citizen,&rdquo; she said. &ldquo;Do I enjoy it? Yes. Do I think we need to evaluate whether that is a priority? &hellip; I think it is up for <span>discussion.&rdquo;<\/span><br \/>\n\t\t\t\t<span class=\"removed_link\" title=\"https:\/\/www.journalgazette.net\/article\/20111009\/LOCAL\/310099913\/1002\/LOCAL\">&ldquo;City services a pivotal task for mayors,&rdquo; Lanka, Journal Gazette, 10\/9\/2011<\/span><br \/>\n\t\t\t\t&nbsp;<br \/>\n\t\t\t\tHughes reiterated the point at a recent press conference<br \/>\n\t\t\t\t&nbsp;<br \/>\n\t\t\t\t&ldquo;It&#039;s a luxury. There are communities that don&#039;t do that. The county doesn&#039;t do it.
