{"id":191,"date":"2008-01-31T21:31:49","date_gmt":"2008-02-01T02:31:49","guid":{"rendered":"https:\/\/www.aroundfortwayne.com\/news\/?p=191"},"modified":"2020-12-24T14:16:49","modified_gmt":"2020-12-24T19:16:49","slug":"redevelopment-commission-meeting-1312008-2","status":"publish","type":"post","link":"https:\/\/aroundfortwayne.com\/news\/2008\/01\/31\/redevelopment-commission-meeting-1312008-2\/","title":{"rendered":"Redevelopment Commission Meeting 1\/31\/2008"},"content":{"rendered":"<p align=\"center\"><em><strong>Please note: I am only covering the Harrison Square\u00c2\u00a0related issues in this post.\u00c2\u00a0<\/strong><\/em><\/p>\n<p>This afternoon, the Redevelopment Commission met for the first time this year.\u00c2\u00a0 It was the first meeting for Thom Obergfell and Judy Wire.\u00c2\u00a0 It should have been the first meeting for Casey Cox, but he was absent.\u00c2\u00a0 Mayor Tom Henry appeared and welcomed the members of the Commission saying, &#8220;I felt it important, starting a new administration for me to take just a couple of minutes to come down and welcome all of you to a new year and an awesome set of responsibilities.&#8221;\u00c2\u00a0 He went on to thank Karen Goldner, Quintin Dixie and David Wright who left the Commission.\u00c2\u00a0 He also welcomed new members Judy Wire and Thom Obergfell as well as returning members Steve McElhoe and Christopher Guerin.\u00c2\u00a0 He left out Cox, who was absent.<\/p>\n<p>Next on the agenda was the public hearing for a proposed lease of approximately 2.65 acres owned by Norfolk Southern Corporation.\u00c2\u00a0 The area is the lower blue bordered area.\u00c2\u00a0 The lease would be for approximately 18 months and provide a staging area and equipment parking area for the Harrison Square area.<\/p>\n<p align=\"center\"><img decoding=\"async\" src=\"https:\/\/www.aroundfortwayne.com\/news\/wp-content\/uploads\/2008\/01\/tlease_map.jpg\" alt=\"Proposed leasing area\" \/><\/p>\n<p align=\"left\">No one spoke for or against the proposed lease in the public hearing.\u00c2\u00a0 The hearing was closed and the special meeting commenced.<\/p>\n<p align=\"left\">Christopher Guerin read a\u00c2\u00a0rebuttal regarding <a href=\"https:\/\/aroundfortwayne.com\/news\/2008\/01\/31\/christopher-guerins-response-to-tom-smith\/\">City Councilman Tom Smith<\/a>.<\/p>\n<p align=\"left\">Approval of November 2007 Claims.<br \/>\nApproval of December 21, 2007 Minutes.<\/p>\n<p align=\"left\">Officers were then elected.\u00c2\u00a0 Christopher Guerin was re-elected as President, Steve McElhoe as Vice-President and Judy Wire as secretary.<\/p>\n<p align=\"left\">Of interest regarding Harrison Square were the following resolutions, all approved.<\/p>\n<blockquote>\n<p align=\"left\"><strong>Resolution 2008-03<\/strong><\/p>\n<\/blockquote>\n<blockquote>\n<p align=\"left\">Allowing the designation of property as an Economic Revitalization Area for B. S. Fort Wayne I, LLC in the Jefferson Illinois Economic Development Area.<\/p>\n<\/blockquote>\n<p align=\"left\">The property concerned in this resolution is The Harrison, to be built along Jefferson Boulevard which will house the Retail\/Condominium portion of the Harrison Square project.\u00c2\u00a0 B. S. Fort Wayne I is a sub-entity of Barry Real Estate.\u00c2\u00a0 The resolution read that the project was $20 million dollars.\u00c2\u00a0 The application was unique in that the City of Fort Wayne had never received one for a property with both retail and housing uses.\u00c2\u00a0 The abatement portion would run 10 years.\u00c2\u00a0 Jobs &#8211; 125 full-time equivalent jobs are expected to be created as a result of the 24,000 square foot retail area with over $1.5 million in payroll.\u00c2\u00a0 Annual average wages are calculated to be over $12,407 which is 102% of the Federal Minimum Wage excluding those jobs projected to be in the food service area, the average annual wages are $19,812 which is 163% of Federal Minimum Wage.\u00c2\u00a0 There was then some discussion over whether or not condo owners would be able to take the Homestead Tax Credits and if that would affect the buyer&#8217;s decisions.\u00c2\u00a0 Another problem to be faced is with the assessors.\u00c2\u00a0 Key numbers for the properties are generated horizontally which affects the tax assessments and ultimately possibly the Homestead credits.\u00c2\u00a0 It was pointed out that assessments are based on use and not zoning designations.\u00c2\u00a0 Some of the retail possibilities listed included:\u00c2\u00a0a drug store,\u00c2\u00a0gift shop,\u00c2\u00a0coffee shop,\u00c2\u00a0wine shop\u00c2\u00a0and two restaurants.\u00c2\u00a0 One of the restaurants listed was &#8220;Champs&#8221;.\u00c2\u00a0 But it was noted no contracts have been signed and this is just a possibility.\u00c2\u00a0 The resolution was passed.<\/p>\n<blockquote><p><strong><a title=\"2008-05\" name=\"2008-05\"><\/a>Resolution 2008-05<\/strong>\u00c2\u00a0<\/p>\n<p>Approving a proposed lease between Norfolk Southern Corporation, as Lessor, and the Fort Wayne Redevelopment Commission, as Lessee, for land adjacent to the Jefferson Illinois Road Economic Development Area, as Amended, and ratifying the Public Hearing on the proposed lease pursuant to IC 36-7-14-25.2 and Ratifying the publication of Notice of the Public Hearing<\/p><\/blockquote>\n<p>Greg Leatherman, Director Community Development,\u00c2\u00a0stated that when planning for Harrison Square began, it was noticed that a staging area would be needed because of a &#8220;tight&#8221; construction area.\u00c2\u00a0 They entered into discussions with Norfolk Southern to lease the area (see the above map).\u00c2\u00a0 The amount is approximately $1,100 per month.\u00c2\u00a0 It was asked if the property would be available for later purchase.\u00c2\u00a0 Leatherman answered that Norfolk Southern was very easy to talk with regarding leasing, but not so easy when talking about purchasing the property.\u00c2\u00a0 This lease will go before City Council for approval as all leases will.\u00c2\u00a0 It was approved.<\/p>\n<blockquote><p><strong>Resolution 2008-06<\/strong><\/p>\n<p>Approving a contract for professional architectural services with HNTB Corporation<\/p><\/blockquote>\n<p>The contract mainly concerns what it will take to keep the site dry with regards to storm water and ground water.\u00c2\u00a0 &#8220;A wet basement at the Library is a different thing from a wet\u00c2\u00a0baseball field,&#8221; stated Leatherman.\u00c2\u00a0 It will be used to calculate the number of pumps and\u00c2\u00a0size of them needed which is the first phase of the project.\u00c2\u00a0 This will cost approximately $28,000.\u00c2\u00a0\u00c2\u00a0It was asked\u00c2\u00a0if geothermal systems were an option, but it was answered that\u00c2\u00a0it wouldn&#8217;t make much economic sense.\u00c2\u00a0 It was stated that early talks with Barry Real Estate had focused on making the project as &#8220;Green&#8221; as possible.\u00c2\u00a0 There will be some\u00c2\u00a0capacity to use\u00c2\u00a0storm water from the\u00c2\u00a0area in the sprinkler systems.\u00c2\u00a0 Right now, it appears the Slurry Wall is functioning properly as there is very little water flow underground.\u00c2\u00a0 The pumps are pumping 80 Gallons Per Minute, which is substantially less than we anticipated.\u00c2\u00a0 Leatherman stated we should be able to pump a\u00c2\u00a0100-year rain event out in 24 hours.\u00c2\u00a0 &#8220;When it stops raining one day, you can play the next.&#8221;\u00c2\u00a0 The resolution was passed.<\/p>\n<p>Previous post: <a href=\"https:\/\/aroundfortwayne.com\/news\/2008\/01\/15\/harrison-square-water-table-issues\/\">Harrison Square Water Table Issues<\/a><\/p>\n<blockquote><p><strong>Resolution 2008-07<\/strong><\/p>\n<p>Approving a contract for professional architectural services with LandPlan Group, LLC<\/p><\/blockquote>\n<p>This contract, valued at $104,000, is for designing surface and street-scape plans for the entire project.\u00c2\u00a0 It was approved.<\/p>\n<hr \/>\n<p>This was one of the longest Redevelopment Commission Meetings I can remember.\u00c2\u00a0 Lots of good questions were asked and it was good to see the Commission off on the right foot!\u00c2\u00a0 Keep up the good work!<\/p>\n<h3>Related Images:<\/h3><div class=\"ngg-related-gallery\">\n\t\t\t<a href=\"https:\/\/aroundfortwayne.com\/news\/wp-content\/gallery\/fw-redevelopment\/70496.jpg\"\n\t\t\ttitle=\"Jim Irwin, Barry Real Estate, leads a tour of Redevelopment Authority and Commission members around the Parkview Field.
