{"id":1795,"date":"2008-10-29T22:22:59","date_gmt":"2008-10-30T02:22:59","guid":{"rendered":"https:\/\/www.aroundfortwayne.com\/news\/?p=1795"},"modified":"2020-12-06T13:36:41","modified_gmt":"2020-12-06T18:36:41","slug":"proposed-tax-abatement-ordinances-introduced","status":"publish","type":"post","link":"https:\/\/aroundfortwayne.com\/news\/2008\/10\/29\/proposed-tax-abatement-ordinances-introduced\/","title":{"rendered":"Proposed Tax Abatement Ordinances Introduced"},"content":{"rendered":"<p>Councilwomen Liz Brown and Karen Goldner&#8217;s proposed changes to the City Tax Abatement code was introduced to the City Council in ordinance form last evening. \u00c2\u00a0The above video is from the introduction during the Regular Session of the Fort Wayne City Council. \u00c2\u00a0A second video is included of Councilwoman Goldner discussing what happened and what is next.<\/p>\n<p><!--more--><\/p>\n<p>All ordinances are introduced, or read into the record by the committee chair under whose purview the ordinance falls. \u00c2\u00a0In this case, the Tax Abatement changes are to city code which puts them into the Regulations Committee. \u00c2\u00a0The Chair of this committee is Councilman Marty Bender, while the Co-Chair is Councilman Tim Pape. \u00c2\u00a0Reading the ordinance involves reading the bill number and brief description of the bill. \u00c2\u00a0in this case, the following was read by Councilman Bender:<\/p>\n<blockquote><p><strong>G-08-10-19<\/strong><br \/>\nAN ORDINANCE amending Chapter 153: Planning and Development,\u00c2\u00a0Designation of Economic Revitalization Areas and the Granting of Tax\u00c2\u00a0Abatements, of the Fort Wayne Municipal Code of Ordinances\u00c2\u00a0Chapter 153 be amended, 153.13 through 153.24 be deleted in\u00c2\u00a0Its entirety and replaced with the above ordinance<\/p>\n<p><strong>R-08-10-20<\/strong><br \/>\nA RESOLUTION approving administrative procedures for processing\u00c2\u00a0applications for Designation of Economic Revitalization Areas\u00c2\u00a0Section 153.13 designates the City of Fort Wayne Community<br \/>\nDevelopment Division to develop procedures for the orderly\u00c2\u00a0Application, administration and monitoring of economic\u00c2\u00a0Revitalization areas<\/p><\/blockquote>\n<p>In yesterday&#8217;s meeting, there were two other unrelated Tax Abatement ordinances up for introduction as well. \u00c2\u00a0These are usually all read and voted on in one grouping. \u00c2\u00a0The vote is whether or not the council wishes to accept the ordinances and discuss them further. \u00c2\u00a0In the case of Councilman Bender&#8217;s proposed changes to the Smoking Ordinance earlier in the year, when the introduction vote was taken, the bill was not allowed to progress further. \u00c2\u00a0Many on the council indicated their minds were already made up and further discussion and time put into the issue would not change their mind or vote. \u00c2\u00a0This rarely happens as 99.9% of the bills introduced are granted discussion at the least. \u00c2\u00a0This is merely a time for council to decide if it wishes to address an issue or not.<\/p>\n<p>The next step, as explained by Councilwoman Goldner, will be discussion of the proposed ordinances. \u00c2\u00a0This will happen in the Council&#8217;s Committee Session.
