Under Morr’s leadership, the City of Fort Wayne has become a best-run city with fiscal responsibility and being good stewards of taxpayer dollars as top priorities. Balanced budgets, record investments in neighborhood infrastructure improvements, downtown revitalization projects, enhancements to parks and public safety, and overseeing city government finances through a pandemic were hallmarks of Morr’s tenure as City Controller. Morr has been at the forefront of keeping taxes as low as possible and building Fort Wayne’s financial portfolio into a strong and sustainable model for other cities across the country to emulate.

In 2024, Morr served for a short period of time as Acting Deputy Mayor following the passing of Mayor Tom Henry. From 1991-2018, he served as Deputy Director of Finance and Administration for the Fort Wayne Parks & Recreation Department.

Prior to joining the city, Morr served as an auditor for the Indiana State Board of Accounts. He held a designation as a certified government financial manager from the Association of Government Accountants and will finish his career with more than 45 years of service in government finance.

“Garry is a disciplined and fiscal professional who made a tremendous impact in our community, and he will be missed,” said Mayor Tucker. “I can’t thank Garry enough for how he guided me through my first budget session as Mayor that saw bipartisan support from City Council and resulted in vital projects for residents and neighborhoods that will make our city better for today and in the future. Garry has been instrumental in the growth and success that we’re experiencing in Fort Wayne, and I wish him the very best.”

Following Morr’s retirement, a familiar face to local government will return as Pat Roller will become City Controller effective May 5. Roller previously served as City Controller from 2004-2015. Most recently, she served as VP of Finance and Administration and CFO at Arts United.

Former City of Fort Wayne Controller Pat Roller. The results are still being felt today with noticeable improvement projects and best practices that are moving the community forward in a positive direction.

Roller’s relationships with the Department of Local Government Finance, State Board of Accounts, and other state offices related to city government finance helped make Fort Wayne a respected and valued partner across Indiana and that is expected to continue.

“Pat’s financial experience and love for our community will serve us well. She has the respect of her colleagues as an innovative thinker and problem solver committed to ensuring Fort Wayne’s fiscal position is as strong as possible for now and years to come,” said Mayor Tucker. “Pat is going to be a tremendous asset to my leadership team as we work together to make a positive impact for the public.
