The contract has a &#8220;not to exceed&#8221; stipulation of $125,000 in the 2021 calendar year.<\/p>\n<p><strong>Phase 1: Engagement initiation + fund planning<\/strong>:<\/p>\n<ul>\n<li>Conduct initial planning<\/li>\n<li>Identification of stakeholders<\/li>\n<li>Kickoff the project<\/li>\n<li>Schedule weekly status meetings<\/li>\n<li>Conduct planning<\/li>\n<\/ul>\n<p><strong>Phase 2: Fund management and reporting<\/strong><\/p>\n<ul>\n<li>Develop program checklists<\/li>\n<li>Setup the Crow ARPA Act management and reporting tool<\/li>\n<li>Review and manage the funding program<\/li>\n<\/ul>\n<p><strong>Phase 3: Project closeout<\/strong><\/p>\n<blockquote><p>&#8220;At the end of the program, Crowe will conduct a project closeout meeting to review all grant activities.&#8221;<\/p><\/blockquote>\n<p>The Crowe ARPA Act management and reporting tool has been developed by Crowe to manage application and reporting requirements.<\/p>\n<p>The fee structure:<\/p>\n<p>Hourly rates by role:<\/p>\n<ul>\n<li>Partner \/ Principal \/ Managing Director &#8211; $425 to $475<\/li>\n<li>Manager \/ Senior Management &#8211; $200 to $250<\/li>\n<li>Staff \/ Senior Staff &#8211; $150 to $180<\/li>\n<\/ul>\n<p>Crowe ARPA Tool software fees:<\/p>\n<ul>\n<li>Annual subscription (includes up to 10 licenses) &#8211; $25,000<\/li>\n<li>Additional annual subscription (additional licenses above the initial 10) &#8211; $2,000 annual each<\/li>\n<li>One time fee &#8211; implementation and setup, including training &#8211; $18,500<\/li>\n<li>As needed &#8211; &#8220;City specific program requirements to configure portal and \/ or tracking solution to meet the needs of city-specific programs&#8221; &#8211; hourly according to the above listed rates by role<\/li>\n<\/ul>\n<p>Crowe has extensive managing federal funding. They have also had experience with COVID-19 relief funding with clients such as the Indiana Department of Education and the Illinois Department of Commerce and Economic Opportunity.
