Download the agendas<\/a>.<\/p>\n A Public Hearing starts the meeting<\/strong>.<\/p>\n G-21-05-12<\/a><\/strong> The Council will then take up four board appointments<\/strong>:<\/p>\n <\/p>\n Amongst the ordinances and resolutions up for discussion of possible interest<\/strong>:<\/p>\n R-21-06-03<\/a><\/strong> This is to be Introduced, Discussed and voted for Passage this evening<\/em>.<\/p><\/blockquote>\n R-21-06-05<\/a><\/strong> This is to be Introduced, Discussed and voted for Passage this evening<\/em>.<\/p><\/blockquote>\n <\/p>\n Three Resolutions are up for introduction only this evening as they will be discussed in next week’s meeting<\/strong>:<\/p>\n R-21-06-01<\/a><\/strong> NOW THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF FORT WAYNE, INDIANA:<\/p>\n Section 1<\/strong> <\/p>\n R-21-06-15<\/a><\/strong> NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE 28 CITY OF FORT WAYNE, INDIANA:<\/p>\n Section 1<\/strong> Section 2<\/strong> Section 3<\/strong> (b) A member may not attend more than fifty percent (50%) of the meetings in a calendar year by an electronic means of communication, unless the member\u2019s electronic participation is due to: (c) A member may attend two (2) consecutive meetings (a set of 26 meetings) by electronic communication. A member must attend in person at least one (1) meeting between a set of meetings that the member attends by electronic communication, unless the member\u2019s absence is due to: (d) No member of the Council may participate by means of electronic communication if they are in violation of subsections (b) or (c) of this section 3 hereof.<\/p>\n Section 4<\/strong> (1) identify each member who: (2) identify the electronic means of communication by which: Section 5<\/strong> Section 6<\/strong> (b) Members may participate in a meeting by any means of communication provided that: (d) All votes taken during a meeting at which at least one member 38 participates by an electronic means of communication must be taken by 39 roll call vote.<\/p>\n Section 7<\/strong> Section 8<\/strong> <\/p>\n R-21-06-16<\/a><\/strong> NOW, THERFORE, BE IT RESOLVED BY THE FORT WAYNE COMMON COUNCIL, that the Council expresses its opposition to Covid-19 vaccination passports and any other similar governmental requirements that disenfranchises local citizens of the right to make their own health care choices and move freely within society.<\/p>\n Furthermore, it is unreasonable, except in certain healthcare related activities and other exceptional circumstances, to require a person to disclose the status of his or her COVID-19 immunization for employment, education, access to events, or engagement in normal commercial and recreational activities. \nA Resolution confirming that the City of Fort Wayne opts out of the Opioid Settlement under I.C. 4-16-15-2.<\/p>\n
\nThe City of Fort Wayne, having given careful consideration to the decision whether to elect to opt out of the opioid settlement under Indiana Code 4-16-15-2, hereby exercises its election to opt out of the opioids settlement, and orders its duly authorized agent to submit a certified copy of this resolution to the Indiana Attorney General by June 30, 2021.<\/p><\/blockquote>\n

\nA Resolution establishing the policy by which members of the Common Council may participate by electronic means of communication.<\/p>\n
\n(a) The provisions of the Act, including definitions, apply to this resolution.
\n(b) This resolution shall be known as the \u201cElectronic Meetings Policy\u201d of the Council and applies to the Council and any committee appointed directly by the Council or its presiding officer.<\/p>\n
\n(a) Subject to Sections 3 and 5, any member may participate in a meeting 2 by any electronic means of communication that: (i) allows all participating members of 3 the governing body to simultaneously communicate with each other; and (ii) other than a meeting that is an executive session, allows the public to simultaneously attend and observe the meeting.
\n(b) A member who participates by an electronic means of communication:
\n(i) shall be considered present for purposes of establishing a quorum; and may participate in final action only if the member can be seen and heard.
\n(c) All votes taken during a meeting at which at least one (1) member participates by an electronic means of communication must be taken by roll call vote.<\/p>\n
\n(a) At least fifty percent (50%) of the members must be physically present at a meeting at which a member will participate by means of electronic communication. Not more than fifty percent (50%) of the members may participate by an electronic means of communication at that same meeting.<\/p>\n
\n(1) military service;
\n(2) illness or other medical condition;
\n(3) death of a relative; or
\n(4) an emergency involving actual or threatened injury to persons or property.<\/p>\n

\n(4) impose or increase a fee;
\n(5) impose or increase a penalty;
\n(6) exercise the Council\u2019s power of eminent domain; or
\n(7) establish, impose, raise or renew a tax.<\/p>\n
\n(a) If an emergency is declared by:
\n(1) the governor under IC 10-14-3-12; or
\n(2) the mayor under IC 10-14-3-29; 26 members are not required to be physically present for a meeting until the emergency is terminated.<\/p>\n
\n(1) At least a quorum of the members participate in the meeting by means 32 of electronic communication or in person.
\n(2) The public may simultaneously attend and observe the meeting unless 34 the meeting is an executive session.
\n(3) The minutes or memoranda of the meeting must comply with Section 4 36 of this resolution.<\/p>\n
\nCommon Council hereby adopts and incorporates by reference additional rules, as outlined in Appendix A. These rules may be modified at any point during a four (4)-year term of office with a public vote by the membership of Common Council. These rules will be made available by request of the public.<\/p>\n
\nThis resolution shall be effective from and after adoption by this Council 7 and compliance with IC 36-4-6-14.<\/p><\/blockquote>\n
