{"id":10003,"date":"2010-01-29T12:47:21","date_gmt":"2010-01-29T17:47:21","guid":{"rendered":"https:\/\/www.aroundfortwayne.com\/news\/?p=10003"},"modified":"2010-01-29T12:47:21","modified_gmt":"2010-01-29T17:47:21","slug":"co-location-task-force-meeting-notes-1292010","status":"publish","type":"post","link":"https:\/\/aroundfortwayne.com\/news\/2010\/01\/29\/co-location-task-force-meeting-notes-1292010\/","title":{"rendered":"Co-location task force meeting notes &#8211; 1\/29\/2010"},"content":{"rendered":"ngg_shortcode_0_placeholder\n<p>Notes from the City-County Space Utilization Task Force&#8217;s public hearing and meeting.<\/p>\n<p><!--more--><\/p>\n<p>John Stafford is kicking things off. \u00c2\u00a0He has narrowed the focus of the public comments down to the co-location issue.<\/p>\n<p>Those in attendance include:<\/p>\n<ul>\n<li><strong>Allen County Commissioners &#8211; <\/strong>Linda Bloom, Bill Brown and Nelson Peters<\/li>\n<li><strong>City Council &#8211; <\/strong>Mitch Harper,\u00c2\u00a0Tim Pape and\u00c2\u00a0Tom Smith<\/li>\n<li><strong>City of Fort Wayne &#8211; <\/strong>Mayor Tom Henry<\/li>\n<li><strong>County Council &#8211; <\/strong> Roy Buskirk, Paula Hughes and Paul Moss<\/li>\n<li>Other City and County officials, not in the task force, but in attendance: Deputy Mayor Greg Purcell, City Controller Pat Roller, Chris Cloud, Allen County Council members Maye Johnson, Darren Vogt, Robert Armstrong and Larry Brown, Allen County Sheriff PIO Steve Stone, City Clerk Sandy Kennedy and City Council President Marty Bender.<\/li>\n<\/ul>\n<p>Marilyn Moran-Townsend sent a letter to the Task Force.<\/p>\n<ol>\n<li>Lockwood Marine &#8211; (I&#8217;ll have his full statement later this afternoon). \u00c2\u00a0<em>Against<\/em>.<\/li>\n<li>Mike Landram &#8211; talking about positive things going on in Fort Wayne and Allen County. \u00c2\u00a0He is calling on the task force to find a workable solution. \u00c2\u00a0<em>Support<\/em>.<\/li>\n<li>Mike Ottenweiler (sp?) &#8211; The City-County Building is well suited for public safety. \u00c2\u00a0Moving the City and County administrative offices to Renaissance Square is, &#8220;just a terrific idea.&#8221; &#8211; <em>Support<\/em>.<\/li>\n<li>Jerry Vandeever &#8211; 10 years this has been going on. \u00c2\u00a0&#8220;This is for the community. \u00c2\u00a0Everything you do here is for the future.&#8221; \u00c2\u00a0Change the negative naysayer attitude into positive. \u00c2\u00a0For 10 years, we&#8217;ve been waiting for someone to make a decision, &#8220;My hat&#8217;s off to the Mayor.&#8221; &#8220;That was easy!&#8221;\u00c2\u00a0<em>Support<\/em>.<\/li>\n<li>Tony &#8211; good idea to have the police department downtown. \u00c2\u00a0<em>Support<\/em>.<\/li>\n<li>John Hopkins &#8211; here on behalf of Chuck Surack, Sweetwater Sound. \u00c2\u00a0Believe there will be cost savings. \u00c2\u00a0It will show everyone that our local governments can work together without battling. \u00c2\u00a0&#8220;We beg you guys to get together and work this out.&#8221; \u00c2\u00a0<em>Support<\/em>.<\/li>\n<li>Dave Haist &#8211; Essential to find a solution to co-location. \u00c2\u00a0&#8220;I&#8217;m certain there are challenges and costs and many other considerations&#8230;but I think in the end it&#8217;s absolutely the right decision.&#8221; \u00c2\u00a0Projects a unified approach and front. \u00c2\u00a0Talking about a site selection years ago which was based on how the community attracted them and how they felt the community could work together. \u00c2\u00a0<em>Support<\/em>.<\/li>\n<li>Paul Morrison &#8211; He respects the challenge faced. \u00c2\u00a0Wants to recommend to the County Council that the Sheriff&#8217;s office on Kidder Road be re-located to the City-County Building. \u00c2\u00a0He feels the City&#8217;s decision to move has a direct impact on the County. \u00c2\u00a0A move by the City should not cost more money to County residents. \u00c2\u00a0His second recommendation is for the County to offer the building to the City for the Fort Wayne Police Department, some 80,000 square feet. \u00c2\u00a0His last recommendation is for the consideration of the development teams to be moved to 200 East Berry Street. Looking at this from the perspective of moving this forward. \u00c2\u00a0<em>Support<\/em>.<\/li>\n<li>Mike Anderson &#8211; President of West Central Neighborhood Association. \u00c2\u00a0He is here to talk about the real world go between with the City and County. \u00c2\u00a0There&#8217;s an investment opportunity downtown. \u00c2\u00a0Talking about \u00c2\u00a0having to go between CCB and Building Department several times to accomplish building projects. \u00c2\u00a0Fantastic idea of combining City and County Plan Departments. \u00c2\u00a0This is one community and should work easier together. \u00c2\u00a0Should be easier to get things done and conduct business. \u00c2\u00a0<em>Support<\/em>.<\/li>\n<li>Scott Glaze &#8211; One of the keys to our success is thinking long term. \u00c2\u00a0This is a historic opportunity. \u00c2\u00a0The more you can co-locate services, the better off you&#8217;ll be efficent-wise. \u00c2\u00a0Only decision is whether or not to co-locate or go your separate ways. \u00c2\u00a0<em>Support<\/em>.<\/li>\n<li>Carolyn Devoe &#8211; &#8220;You know what is needed.&#8221; \u00c2\u00a0When we hire public safety officers, we want and hire the best. \u00c2\u00a0The Sheriff&#8217;s building on Kidder, the rats moved out five years ago. \u00c2\u00a0Deputies still working there. \u00c2\u00a0&#8220;Get it together and do something.&#8221; \u00c2\u00a0Urging the Mayor to move tomorrow. \u00c2\u00a0<em>Support<\/em>.<\/li>\n<li>Marcia Hineman (sp?) Everyone represents her regardless of their elected position. \u00c2\u00a0She spoke in favor of it last August, still in favor and pleased the building has been purchased. \u00c2\u00a0She&#8217;d prefer to see public safety in this building. \u00c2\u00a0Administrative and development in Renaissance Square. \u00c2\u00a0There is an intangible benefit to co-locating. \u00c2\u00a0Benefit of City and County workers mingling and talking with each other on a daily basis, without having to leave the building. \u00c2\u00a0<em>Support<\/em>.<\/li>\n<li>County Councilwoman Maye Johnson &#8211; She&#8217;s hearing from people they want a decision made and want people to move on. \u00c2\u00a0She wouldn&#8217;t have spent time on whether or not the Mayor should have bought the building. \u00c2\u00a0There are efficiencies in co-location. \u00c2\u00a0It needs to happen. \u00c2\u00a0It&#8217;s about time the taxpayers of Allen County hold the elected officials\u00c2\u00a0accountable\u00c2\u00a0for serving them. \u00c2\u00a0She endorses the proposal by Commission Peters. \u00c2\u00a0Already seen efficiencies in the Plan Departments. \u00c2\u00a0The next time the City or County gets involved in a huge project, the fiscal bodies should be brought in at the start. \u00c2\u00a0It&#8217;s too important to figure out the financial aspects at the beginning, not at the end of the process. \u00c2\u00a0<em>Support.<\/em><\/li>\n<li>Jim Vann &#8211; C0-location is a great opportunity and is important to the community. \u00c2\u00a0<em>Support<\/em>.<\/li>\n<li>Fort Wayne City Councilwoman Liz Brown &#8211; feels she was brought into the discussion to begin with. \u00c2\u00a0That she did have the information she needed to make the decisions. \u00c2\u00a0She can&#8217;t imagine there will be great financial savings for the City or County if the City moves out. \u00c2\u00a0Bottom line is still better than 20 years down the road. \u00c2\u00a0She&#8217;s looking at the citizens on both sides of the fence. \u00c2\u00a0She&#8217;s only seen\u00c2\u00a0efficiencies\u00c2\u00a0possible with co-location.<\/li>\n<li>Linda Buskirk &#8211; talking about the issues of who said what and when and how. \u00c2\u00a0&#8220;We all have a stake in this. \u00c2\u00a0We all have responsibility to move forward. \u00c2\u00a0<em>Support<\/em>.<\/li>\n<li>Allen County Councilman Darren Vogt &#8211; I believe the solution is co-location. \u00c2\u00a0Until we give a final figure of what&#8217;s available, can&#8217;t really work out who goes where. \u00c2\u00a0He would support the County Council to spend money on studies. \u00c2\u00a0<em>Support<\/em>.<\/li>\n<li>Joe Sablic &#8211; Wolf &amp; Dessauer. \u00c2\u00a0<em>Against<\/em>.<\/li>\n<\/ol>\n<p><strong>Final Tally<\/strong><br \/>\nSupport &#8211; 16<br \/>\nAgainst &#8211; 2<\/p>\n<p>John Stafford is talking about what he thinks is next. \u00c2\u00a0County Councilman Paul Moss will be talking with Architects on Monday. \u00c2\u00a0Detailed cost estimates are next. \u00c2\u00a0Hopefully next Friday decisions can be made. \u00c2\u00a0Has to be made by four entities at the table. \u00c2\u00a0Wants them to get a sense of where they and their colleagues on their respective bodies are.<\/p>\n<p>Councilman Mitch Harper is asking if any thought has been given to identifying additional revenue streams. \u00c2\u00a0John is responding once the number is in, this will be easier.<\/p>\n<p>County Councilman Paul Moss &#8211;
