News release from the Fort Wayne Police Department:

Domestic Battery/Barricaded Suspect Investigation, 400 block of East Wayne Street

Date: 10/3/2015

Time: 12:29 a.m.

Location: 400 block of East Wayne Street

Arrested: Victor Perez, 41yo Male, Fort Wayne

Details:

On October 3, 2015, at 12:29am, officers with the Fort Wayne Police Department responded to an apartment in the 400 block of East Wayne Street on a report of a domestic disturbance. Officers arrived and learned that the suspect, Victor Perez, was barricaded inside the apartment, and was possibly armed with a gun. By interviewing the victim, officers developed probable cause for felony charges, and began trying to hail Victor out of the apartment via a loudspeaker.

Officers continued to try to call Victor out via the loudspeaker, with no success. Because of the possibility of a gun, and the pending felony charges, officers requested assistance from the Emergency Services Team and Crisis Response Team.

For over four and a half hours total, officers attempted to persuade Victor to exit the apartment, but Victor continued to refuse. Officers deployed a flash bang device, which creates a loud noise, to try to motivate Victor to exit, but had no success. After almost two hours of negotiating with Victor on the telephone, and Victor continuously refusing to surrender, Officers deployed tear gas into the apartment in an attempt to convince Victor to surrender peacefully, and Victor did indeed exit the apartment. He was taken into custody without incident.

Victor and the witness are currently being interviewed by detectives, and a crime scene unit is searching the scene for evidence.

Victor faces preliminary charges of Domestic Battery, Strangulation, and Criminal Confinement.

Nearby neighbors were evacuated from their homes for their safety during this lengthy investigation. This incident remains under investigation by the City of Fort Wayne Police and the Allen County Prosecuting Attorney’s Office Department. There are no additional details at this time.
