Sen. Banks: Bill to Modify Public School Transfers Moves to Governor’s Desk
STATEHOUSE (April 26, 2013) – Legislation sponsored by State Sen. Jim Banks (R-Columbia City) to modify current law on public school transfers cleared the Senate and House of Representatives this week. House Bill 1381 now moves to the governor’s desk for final approval.
HB 1381 requires a school corporation to establish the number of transfer students it is able to accept as well as the deadline for transfer requests to be received. It also states that a school may not deny a student’s request to transfer from another school corporation for any other reason besides capacity. If the number of transfer requests exceeds a school’s capacity, student admission must be determined by a random drawing at a public meeting.
If a school provides special curriculum, it may require a transfer student to meet the same admission eligibility criteria required of all students who attend that school.
“Every transfer student should have the same consideration for acceptance into a public school,” Banks said. “If we admit students based on special criteria, we’re changing the very foundation of public education by making it exclusive and selective. This legislation will give families more control in where their children attend school, allowing them to find the best environment for their child.”
