Apparently, the above building just toppled over.  It is adjacent to the Dianpu River and flood prevention walls.

Commentators in the Chinese press have noted the project’s riverside location, the rise in water levels and potentially unstable piles of mud near to the collapsed building.

I don’t know what the interior looks like, but there’s something to be said for the construction as it looks like it came down in pretty much one piece instead of breaking up, although one of the photos showed a fracture down one of the sides.  There was a reported fatality – a construction worker trapped underneath the building.
